Self Directed Support (Personal Budgets) Has to meet the following criteria: –The person (or their representative) has been informed about a clear, upfront allocation of funding, enabling them to plan their support arrangements; and –There is an agreed support plan making clear what outcomes are to be achieved with the funding; and –The person (or their representative) can use the funding in ways and at times of their choosing.

…a clear upfront allocation of funding… This is where the RAS comes in –Anyone requiring long term support should complete the RAS –Completing the RAS is a supported process, (self- assessment is unlawful) –The RAS figure is indicative

Support Planning To have Self Directed Support there must be a support plan This describes what a person wants to change in their life What outcomes the person wants to achieve How the person will meet their eligible needs – 6 broad outcome areas And how they will use their personal budget to make these changes happen It replaces the traditional care plan and it is the document that identifies the support that a person wants.

…use the funding in ways and at times of their choosing The options are: as a direct (cash) payment, held by the individual or, where they lack capacity, a ‘suitable person’; by way of an account held and managed by the council in line with the individual’s wishes, or as an account placed with a third party (provider) and called off by the individual in agreement with the provider - often called an individual service fund; as a mixture of the above. Case Studies A 63 year old woman in hospital on section 3 MHA. Ward wanted to discharge into a long term residential placement. Area office worked with the person and provider to create an holistic support plan which included support with showering, prompts to maintain personal care, cleaning, taking the person shopping, cleaning out cat litter tray maintaining the 4 parakeets. The provider was willing to work flexibly in a very person centred way. The quality of life for the individual is vastly improved and the provider/carers have greater job satisfaction.
