BRIEFING SESSION AIMS The aims of the Lambeth briefing sessions are to examine: School Census Improving Quality of Data Census data duplications School Workforce Census School MIS issues SEN Data New DfE data collection strategy and changes

Uses of Census Data 1.School Census is a statutory return for all maintained Nursery, Primary, Secondary, Special Schools, Academies and City Technology Colleges in England 2.School Census is collected from schools on a termly basis 3.School Census is the most important source of information about schools. The LAs and DfE use the data to: Allocate funding to LAs, schools Project pupil and teacher numbers Inform school target setting Produce league tables and information for OFSTED inspections of schools Monitor the school workforce and allocate resources to schools Monitor inclusion and diversity initiatives Monitor and evaluate government policies Identify underachieving groups

Website Re-launch The Research and Statistics website has been re-launched and is LIVE Bright and intuitive design with a focus on making it easy for schools to navigate around. Will provide: A central hub of regularly used website links (Secure Access, COLLECT, RAISEonline, DfE) A portal to the Lambeth extranet “School Reports Online” A regularly updated newsfeed on latest headlines and forthcoming events A timetable of key data collection dates and report releases A library of resources and supporting materials for all data collections and censuses A library of all performance reports and education profiles for Lambeth A library of all research reports undertaken in Raising Achievement A library of all conference and briefing materials/presentations

School Workforce Census Update November 2014

Dates and Changes School Workforce Census date is Thursday November 6 th 2014 Main changes since last census (hardly any!): QTS route now to be included for all staff who, since the previous school workforce census, have taken up their first position since qualifying as a teacher, regardless of when they qualified. Base pay now has to be included even if Scales and Points are included:  Populated automatically by MIS from pay data on system which can be manually adjusted if necessary  Important to ensure spinal points for all current staff are correct

Pupil Premium Rates Primary Deprivation Premium £1300 Secondary Deprivation Premium £935 Service Premium £300 Adopted Premium £1900

Universal Free Meals All pupils in Reception, Year 1 and Year 2 are able to receive free meals from September Existing entitlements to free school meals for disadvantaged pupils will continue as now. It is very important to keep collecting FSM eligibility data.

Universal Free Meals Number of pupils eligible to a receive free school meal that have had a FSM on the census day will still be gathered. The new field, School Meal Taken, –Is for Reception, Year 1 and Year 2 and is a count of those that have received a free school meal –By default this will be set to true for all pupils in those year groups. –Schools will need to deselect those not receiving a free meal.

Universal Free Meals Funding for this comes from two routes 1)The current Free School Meal funding 2)A new grant from the Education Funding Agency, (UIFSM grant) £ for each pupil in reception, Y1 and Y2 that were not receiving a FSM in the January 2014 Census.

Changes to SEN Codes and Top up funding David Fisher, Education Consultant Anne Taplin, Research and Statistics Officer

SEN Codes A new code of practice will come into effect from September 2014 which will remove the requirement for separate ‘school action’ and ‘school action plus’ categories – these will be replaced by a single ‘SEN support’ code. The Children and Families Bill will replace ‘SEN statements’ with ‘education, health and care plans’.

SEN Codes New codes made available from Sep 2014 K to replace P E to replace S NSA for “SEN support but no specialist assessment of type of need” this code could be used for those with code A Schools have until the January Census to recode all SEN pupils, In January Census the SEN Codes A and P will become inactive

SEN Types SMEH “Social, mental and emotional health” Will replace BESD In the Census only two SEN types will be gathered per pupil, it is not possible to rank two types with the same priority.

Special SEN units or Resourced Provision With the latest SEN re-organisation in Lambeth there are more schools with resourced provisions attached to a school. If your school has such a setting please ensure you update your school details as appropriate.

Top up funding This is a yes / no flag and getting this right is not easy. Lambeth currently averages allocations across schools as opposed to a dedicated grant to specific pupils. Top up funding reflects monies received that is above the specified Threshold for the type of school

Top up funding If a pupil is in an attached special unit or resourced provision, then the threshold is £10,000 so if a pupil gets more than this then that pupil receives top-up funding If a pupil is not in a special unit attached to the school then the threshold is set to £6,000, so if a pupil gets more than this then that pupil receives top-up funding

Deferred Admission Dates when children reach statutory school age as follow This was not so much of an issue when the funding census was in January, but it can be a challenge now. 5 th birthday betweenTerm in which pupil must be on roll 1 st Sept to 31 st DecSpring Term 1 st Jan to 31 MarchSummer Term 1 st April to 31 st AugAutumn Term

Deferred Admission In essence the school has to hold that place for the child until the statutory start term. This could have an impact on the schools funding. Question How many of who have received a request for deferred entry?
