Instructor: Doug Oliver, Chief Building Official County of Tuolumne Course Intent: –To provide an overview of the significant changes to the California Building Standards –Identify new code provisions and State amendments. –Identify new legislation effecting local construction.

Course Outline: –Building Code –Plumbing Code New Legislation –Mechanical Code –Electrical Code –Energy Code –Green Building Standards

In order to make this quick……. Skipping the code sections. Skipping the minor stuff. Skipping the clarifications to stuff we already know. Skipping the stuff that is not usually built in this region

Building Code A ton of little changes. Several items removed and referenced to other documents: Double Fire Walls allowed. Ten Year Lifespan on Smoke Detectors

Building Code Green Building Standards inserted and referenced in the CBC. –Waste reduction –Storm water –Interior finish products (VOC) –Required mechanical ventilation in bathrooms –Green Building Standards now enforced on additions/remodels.

Building Code Solar Power –Panels on roof with no usable space not counted as an addition story for maximum height calculations. –PV structures exempt from sprinklers if no usable space underneath. –All solar equipment on roof must now meet general fire requirements ( or UL1703). –Ballasted PV system design added to chapter 16 –SOLAR INSTALLERS: STUDY sec through

For Engineers: –Occupancy Category changed to Risk Category. –Strength design load combo’s have been coordinated with Section 2.3 of ASCE 7-10 and include fluids, other lateral pressures, and ice. –Allowable Stress Design coordinated with ASCE 7-10 –Table updated (minimum live loads) –Wind speed and Seismic acceleration maps updated. –Seismic now references Risk Targeted Maximum Considered Earthquake (MCEr) Ground Motion Response Accelerations

More engineer fun Table revised Uninhabitable attic with storage in 1 and 2 family now 20lb live load. Wind Loads now based on ASCE 7-10 Wind Maps based on Ultimate Design Wind Speed = V ult Substantial rewrites of Chapters 16 and 17 –See table and Simplified design methods for single story masonry buildings – TMS Table clarifies deflection limits for structural members.

More more engineering fun Retaining and Foundation walls in Seismic Design Categories D, E, and F exempt from Geotechnical Report if supporting no more than 6 feet of backfill. AISI S110 now referenced in the code for Cold-Formed Steel Design. Rules Omission: 3x members at panel edges for 2” nailing omitted from code and Section of SDPWS-08 (It didn’t leave, it moved).

Egress Stairway provisions clarified to apply to ALL stairways for occupied areas of the building. Window Guards for dwellings = if over 72” above grade and less that 36” above finished floor, window opening max 4”

Accessibility Revised in its entirety 11A revised to incorporate language from the new 11b and 2010 ADA 11B revised using same format as 2010 ADA. Change references: – ptproj_part2.html. ptproj_part2.html – ess/access2013/aspx

Interior Environment Attic Ventilation Clarified –1/150 or 1/300 if either Greater than 40% but less than 50% vent area in the upper portion of attic Mechanical ventilation required in bathrooms

Water Resistive Barriers

Plumbing Changes Greywater Update –Chapter 16 – HCD –Chapter 16A - DWR Rainwater Catchment Systems –Permit exemptions for drip irrigation less that 5,000 gal and not over 2/1 Height to Width Ratio, or spray irrigation less than 360 gallons.

New Law #1 For all additions, remodels, and new structures. ALL plumbing fixtures must be low-flow: Toilets – 1.6 gal/flush Urinals – 1 gallon/flush shower heads – 2.5 gallons/minute interior faucets – 2.2 gallons/minute

New Law#2 Contractors License Law Licensed Plumbers may now install sprinkler systems –Starting January 2014 –Only on one and two family dwellings –Only until January 2017 –Only if they want to!

Electrical Code Existing building exemption to 6 ½ foot working clearance. (200 amp or less) Posting identification means for branch circuits in panel boards now required. –Especially where different systems originate Exemptions to arc-fault circuit breakers –Arc-fault outlet protecting circuit allowed if using RMC, IMC, EMT, Type MC or AC and first box is metal and bonded. –Also allow if Metal conduit buried in 2 inches if concrete.

GFI clarification Exemptions for dedicated snow melting/deicing circuits (dwelling units)Within 6 ft of sinks, located in areas other than the kitchen. (other than dwelling units) –Indoor wet locations –Locker rooms w/associated show facilites –Garages, service bays, and similar uses where diagnostic equipment, electrical tools, or portable lighting are to be used

Countertop clarification Kitchen sink divides countertop into separate spaces if closer than 12” to wall –18” for corner sinks –Counts for peninsula and island sink. Measure amount of counter space behind sink. –Includes permanently installed ranges and cooking units.

Electrical fun-facts Bathroom and kitchen outlets can be installed in the counter top if listed for the purpose. If any accessory building is provided with electrical power, at least one receptacle is required. (yes, it must be GFI and 18” above the floor) All raceways entering a building from an underground distribution system must be sealed, whether or not they are used.

For electricians: Study 2013 Electrical Code sections “disconnecting means” and 56 Inspections and tests – a lot of text differences in this area. On anything bigger than a house, please have all test reports available for the Building Inspector at the appropriate inspection.

Back to the fun facts: 3 ft roof top clearance reduction for service drops now allowed on “isolated” or “guarded” rooftops. If service disconnecting means exceeds six locations for multi-occupancy buildings, Suitable graphics, on placards, are required to be placed within sight of the equipment showing the locations of all disconnects. –Study 230.2, 40, 71, and 72 understand service conductors vs. service entrance conductors.

Warning! Article 250 has many clarifications and language changes. To much for today's training. To much for a 2 hour class. Seek a trained trainer! Or wait for me to figure it out and provide training! (see you in 3 years)

Electrical summary We covered less than 10% of the little tweeks to the electrical code. Many changes do not effect 90% of the construction in this County. At the same time, this is one of the most important codes to understand. Expect growing pains on this, I encourage debate!

Energy Code Hers Rater is required to be employed on all projects over 300 square feet. –Required on less than 300 square feet if replacing HVAC or over 40 ft of ducting. All documents must be registered with the State. Many of the trade-offs from the previous code cycle are now mandatory measures.

GOOD NEWS EVERYONE! Energy Code Enforcement is delayed to July 1, Applies to parts of Calgreen as well
