MTAC – November 2006 Mailers’ Technical Advisory Committee Address Location for FSS Work Group #101 November 1 st, 2006

MTAC – November 2006 We have conducted four meetings. Work group includes participants from USPS Operations, USPS Engineering, printers, letter shops, publishers, retailers, catalogers, and FCM mailers. Solidified the need for potential address location requirements with background and status reports on the FSS program. Identified the need to reach out for feedback through surveys. Background on WG #101

MTAC – November 2006 All flat mail must be output from the sequencing machine with the bound edges aligned (unless enveloped or polybagged). Addresses may appear on the front or back of the mail piece. Once output with the bound edges matching, all addresses would appear in the top third of the mail piece (top half of smaller pieces, such as 5.5” x 8.5”), facing the same direction but without the address reading upside down. Address/Label Placement Requirements for FSS

Bound Flats (Example) This could represent the front cover or back cover of your mail piece. Customer address and optional delivery endorsement can appear anywhere in the address zone (top third), but cannot be upside down as read with the bound edge on the right. MTAC – November 2006 The surveys have been distributed through associations and MTAC. The results have been tabulated in order to determine if there is some commonality within the industry segments. The information has been compiled and will be a component of the workgroup report. Address Placement for FSS

MTAC – November 2006 First-Class mailers have serious concerns about the impact of shifting their address either upside down or away from a landscape placement. Periodicals favor front cover bottom placement but our concerned with flipping the address upside down, particularly on label carriers and onserts. Standard mailers are concerned about using valuable advertising space if addresses must shift from the back bottom to back top, though they prefer to keep the address right side up. MTAC – November 2006 A final report has been drafted and our meeting yesterday focused on recommendations. The timeline for mailer conversion and necessary communications will be additional areas of focus within the report. The report will include a list of issues outside the scope of address location but the group feels are in need of further consideration. We are gathering comments on the initial draft and plan to have a final draft by late November. Address Placement for FSS Final Report
