Process Committee met on two occasions with electronic communication between meetings Student-owned device policies from other divisions such as Harrisonburg City and Stafford County were examined Karen Campbell, Instructional Technology Supervisor, presented the student-owned device policy revision process in Harrisonburg City A blog was created to solicit input from faculty, students, parents, and the community and over 70 comments were made

Goals Our desire was to produce a policy that: is clear and enforceable. acknowledges that some teachers do not want students to have their personal devices used in the classroom. acknowledges that some teachers want students to be able to use them on specific days when directed so by the teacher. allows parents and students to communicate with each other during the school day via text or phone when used outside the classroom.

Suggested Changes RCPS assumes no liability for loss, theft, or damage Classroom use is at the teacher’s discretion – Devices should be muted and concealed unless directed otherwise. – Teachers may grant permission to use devices for planned instruction – Violations disciplined according to existing Administrative Directive AD-JZK Use outside of the classroom (Middle School) – Students may NOT use devices outside of the classroom during the school day. – Students may have devices in their possession, but they must be muted and concealed. – Use after school, at extracurricular events after school, and on the bus based on principal approval.

Suggested Changes Use outside of the classroom (High School) – Students may use devices during the following times: during lunch, between classes, before and after school including extracurricular events, and on buses. – When entering and exiting the classroom the device shall not be in use and must be muted unless the teacher has expressly permitted this. – When not in use, student-owned electronic devices must be silenced so as to not create a disruption. When in use, students shall use headphones or ear buds to keep audio from being disruptive.

Suggested Changes Student device use anywhere on school property shall be governed by these regulations: – Use school’s Wi-Fi network, not the device’s 3G or 4G capabilities, for internet access – Comply with all local, state and federal laws related to personally owned technology as well as with the Rockingham County Public Schools Acceptable Use Policy (IIBEA). – Students shall comply with all other applicable school rules including, but not limited to, no cheating, bullying, or unauthorized sharing of assignments or information on assessments.

Suggested Changes Student device use anywhere on school property shall be governed by these regulations: – An administrator may revoke a student’s permission to use his/her personally owned device in the school at any time; any teacher who otherwise allows student use of personal electronic devices may revoke a student’s permission to use his/her device in his/her classroom. – Students shall not use devices to record, transmit, or post photographic images or video of a person or persons.

Suggested Changes Rockingham County Public Schools reserves the right to: – Monitor and log activity of student-owned devices on the RCPS network – Determine when and where student-owned devices may connect to the RCPS network – Make determinations on whether specific uses of student-owned devices are consistent with the District’s Acceptable Use Policy. – Regulate the user’s access to the RCPS network

Additional Acceptable Use Policy (IIBEA) Revision The following uses of Division computer networks including Internet access are prohibited by students unless authorized by the RCPS Technology Department: a. To access the Division computer network with privately owned laptop computers b. To download and/or install software on the Division’s computers
