Objectives To present the mechanism of development of data collection tools including the elaboration and the update of the list of indicators To discuss on the tools that will be used for data collection

Introduction Data collection tools is covered by the SOP by Procedure N 3 This procedure aims to define roles and responsibilities in the process of elaboration of data collection tools Actors are ACS, ECA’s divisions and SROs The main assumptions are: SROs collect official statistics published by NSS with national network (focal point, NDWG…) and REC supports ACS harvest data releasing by international organizations

Metadata framework Starting point: metadata framework ACS has the responsibility of developing metadata framework FENIX metadata framework has been adopted by ACS to provide relevant information about datasets It is compatible with the coming ECA’s databank, compatible with other metadata framework, comprehensive

ECA’s data need Step 2: data need – list of indicators Core indicators Statbase core indicators from ASYB, Country Note CP indicators (37 from CP’s concept note + indicators found in the first CPs) Non-core indicators Indicators list has to be updated periodically according to ECA needs

Elaborating and updating the list of indicators Twice a cycle (beginning, middle) Using programme and project work plans and work with focal points By ACS, Div & SROs Identifying anticipated ECA’s data needs By ACS, Div & SROs Reviewing the lists of core and non- core indicators, identifying new data needs, providing metadata

Data collection tools Step 4: reviewing existing data harvesting tools such as questionnaires, data entry and data control rules, and identify where revisions or updates are required, and new ones that may be needed By ACS and SROs
Data collection tools Fundamental principle: harvest data as and when they are available or published in country and other regional sources. => data harvesting may be in the form of online download, questionnaire, web services and even printed publications
