Harlingen CISD Performance Based Monitoring Analysis System (PBMAS)

A district-level, data-driven monitoring system developed and implemented annually since 2004 Established to shift from process to results-based monitoring—program effectiveness and student performance

Bilingual Education/English as a Second Language (BE/ESL) Career and Technical Education (CTE) No Child Left Behind (NCLB) Special Education (SPED)

Automated data system that reports on the performance of school districts and charter schools in the 4 Program Areas below: Bilingual Education/English as a Second Language (BE/ESL)-10 indicators Career Technology Education (CTE)-9 indicators No Child Left Behind (NCLB)-10 indicators Special Education (SPED)- 22 indicators

1.TEA utilizes the Performance-Based Monitoring (PBM) system to monitor school district performance. 2.The PBM system reflects the use of integrated interventions based on school district performance as evidenced by Performance-Based Monitoring Analysis System (PBMAS) indicators. 3.Results on each PBMAS indicator and patterns across indicators determine a school district’s required levels of intervention, if at all.

4. Thus, a district staged for interventions in the PBM system must identify a District Leadership Team (DLT). 5. Then, the DLT is responsible for conducting “intervention activities” including the collection and analysis of data to identify areas for program improvement.

6. Districts that: have been rated as “improvement required” in the accountability system, and/or have missed one or more of the system safeguards targets, and/or have been staged for interventions in the Performance‐Based Monitoring (PBM) system will also need to engage in the Texas Accountability Intervention System (TAIS).

We are staged based on how many indicators receive a 3 or higher. Every student in the district counts and we all contribute to our staging.
