URCHFONT PARISH – SUGGESTED DEVELOPMENT PRINCIPLES Plan for residential development of up to 40 homes on allocated sites for the period to Keep Wedhampton and the countryside free from new residential development (AONB). Keep new residential development within, or adjacent to, the development boundary of Urchfont and preferably North of the B3098. Ensure all new development blends well into the landscape & its surroundings. Phase development projects to minimise infrastructure damage. Ensure sufficient off-street, ‘on plot’ parking for new homes. Seek the development of smaller scale homes both to meet identified local needs and to encourage those on median & lower incomes into the village. Seek 30% affordable homes from residential development proposals for 5 or more homes or from ‘exception’ sites.

Details of Affordable Homes 1) Of the overall development target 30% will be affordable homes for those on low incomes. This will be provided by: On larger sites of 5 or more homes 30% of new homes will be provided for those in housing need and with a local connection to Urchfont or its neighbouring parishes. Encouragement of ‘exception’ sites which would not normally gain planning permissions to be provided specifically for local people in housing need. On any such sites homes would be affordable in perpetuity. 2)A local connection is defined as: Living or working within the parish; Having lived or worked within the parish for at least 3 years but within the last 5 years having moved away; Close family living in the parish.

Changes to Affordable Homes Provision We propose increasing the provision from 30% to 40 %. We propose decreasing size of sites from 5 to 4 homes.

Local Green Space National Planning Policy Framework (para 77) Gives local communities the opportunity to designate local land which they regard as special as “Local Green Space” Needs to be in close proximity to the community it serves, local in character and not an extensive tract of land Be special to the community and of particular local significance – historical, beautiful, recreational, tranquil, richness of wildlife.

THE URCHFONT, WEDHAMPTON AND LYDEWAY NEIGHBOURHOOD PLAN SUSTAINABILITY APPRAISAL SCOPING REPORT AUGUST 2013

Site greater than 1km from boundary of Salisbury Plain Special Area of Conservation and Special Protection Area. Assessment by Wiltshire Council’s ecology professionals indicates direct impacts unlikely and non direct impacts as having no significant effect. (initial assessment) Site greater than 1km from boundary of Salisbury Plain and Stert Brook Sites of Special Scientific Interest. Site within 400m of the Breach Hanging County Wildlife Site, which is to the west, but not adjacent. LAND AND SOIL RESOURCES 2. Ensure efficient and effective use of land in the Parish and the use of suitably located previously developed land and buildings. Farmyard site adjacent to village development boundary. New proposed Urchfont development boundary to include site. 3. Minimise waste generation in the Parish. Measures to reduce waste are considered to be similar across all sites. All sites could potentially contribute to this objective in line with relevant Core Strategy policies. WATER RESOURCES AND FLOOD RISK 4. Use and manage water resources in a sustainable manner. Measures to reduce water consumption are considered to be similar across all sites. All sites could potentially contribute to this objective in line with relevant Core Strategy policies. 5. Protect people and property from the risk of flooding. Site not within any flood zone; no local drainage issues. Site is flat – surface water run-off not perceived as an issue. AIR QUALITY AND ENVIRONMENTAL POLLUTION 6. Maintain good local air quality and minimise all sources of environmental pollution. Some ground contamination possible but site is well related to some village facilities. Remedy for contamination achievable. CLIMATIC FACTORS 7. Improve and increase local usage and generation of renewable energy resources. All sites, potentially, can contribute to this objective. Housing development will need to comply with the Code for Sustainable Homes Level 4 and incorporate energy efficiency measures, and those relating to renewable and low carbon sources. Reuse of materials and sustainable building methods with designs that can accommodate future climatic changes will be expected. Such activities support the Parish’s “Climate Friendly Community” Programme. ASSESSMENT EXAMPLE SITE 9 – HALES FARM

HISTORIC ENVIRONMENT 8. Protect and maintain all buildings and features of historic value in the Parish. Adjacent to Conservation Area of Urchfont village, and adjacent to the Grade II Listed Building and garden of “Cuckoo Farmhouse”. Flagged up as limited adverse impact as site development has potential to harm adjacent Listed Building. Extra effort required to ensure that form, scale, design and materials of new buildings in site development are sensitive to the surrounding Listed Building. Linked to objective 9. There is potential for mitigation. 9. Promote good design throughout the Parish and ensure that the design of new development respects the local character and appearance of the settlements and the surrounding countryside. ? Not possible to assess at this stage; dependant on development proposals. All sites can potentially contribute to this objective. LANDSCAPES 10. Conserve and enhance the character and quality of local rural landscapes, including the North Wessex Downs AONB, maintaining and strengthening local distinctiveness and sense of place. At least 500m beyond boundary of North Wessex Downs Area of Outstanding Natural Beauty. Site is opposite Urchfont village recreation ground which is proposed Green Space but development should not compromise this area or affect any valued views. 11. Conserve and enhance the character and appearance of the villages ? Not possible to assess at this stage; dependant on development proposals. POPULATION AND HOUSING 12. Provide local people with the opportunity to live in good quality, affordable housing, and ensure an appropriate mix of dwelling sizes, types and tenures. Site could provide homes of mixed size and type, including an element of affordable housing - the need for which has been identified by Wiltshire Council’s “Urchfont Parish Housing Needs Survey Report” (Mar 2013). HEALTH AND WELL BEING 13. Maintain and enhance walking, cycling and horse riding access to the countryside. No effect on existing local walking, cycling and riding routes and Public Rights of Way. No significant impact on cricket field or playing field opposite.

Coate Bridge Devizes Having carefully considered the Inspector’s decision to allow development the Secretary of State in refusing the application, has given significant weight to the opportunity which the neighbourhood plan process gives local people to ensure they get the right types of development for their community. Furthermore, while accepting the need to plan positively to support strategic development needs, he considers that, in view of the stage of preparation reached by the Devizes NP it would not be appropriate to conclude that the provisions of the NP are outweighed by the opportunity which this appeal scheme presents to contribute to meeting the overall housing land requirement.
