8 Accessing Capital The SBA does not make direct loans to business owners (except to assist with recovering from a natural disaster). What the SBA does is to guarantee loans made by qualified lenders to qualified business owners. The Dallas/Fort Worth District which encompasses 72 counties approved 1982 loans to business owners totaling $1,046,054,800 in guaranteed loans in the past 12 months as of September 30, 2015.
