Urban Initiative LEGAL BASIS: Regulation No. 1883/2006 laying down general provisions on ERDF, the ESF and the Cohesion Fund -It considers the contribution of cities to regional development - The importance of balanced, sustainable development

Urban Initiative An initiative by the Directorate- General of Community Funds of the Ministry of Economy and Tax Administration It is part of the Regional Operational Programme

Urban Initiative Financed by City of Murcia: 30% European Regional Development Fund (ERDF): 70%

Urban Initiative Implementation of innovative economic and social regeneration strategies for urban areas with an integrated approach that favours sustainable development

Project Strategy Adopt culture as the key factor which, from an integrated approach, drives urban development and serves as an axis for all other policies. Culture leads to the construction of sustainable urban communities -Stimulates the development of personal skills and contributes to improved self-esteem. -Reinforces the feeling of belonging to the community -Contributes to economic development and generates innovation in other economic sectors

The Integrated Approach Involves considering physical, social and economic aspects all interacting Improved physical environment - making it attractive to residents and visitors. Socioeconomic revitalization and improved quality of life of the inhabitants, fostering the development of culture and creative industries as a strategic resource for urban regeneration. Creation of sustainable involvement structures, stimulating the implication of social stakeholders in the project design, planning, implementation and execution.

Area of Action

Beneficiaries Population residing in the area of action - according to the 2006 census, some 3,827; although the real figure must be larger given the relevance of the floating population. Citizens that reside outside the area of action may: -Collaborate with the citizen forum and with working groups -Attend events -Participate in volunteer actions

Improved Physical Space The objective here is to achieve an attractive physical space with the construction of quality cultural, social and educational facilities that will make it possible : -for residents to identify themselves with their community -and become a centre of attraction for the rest of the city.

Improved Urban Environment. Facility Equipment Newly Built Facilities Construction of an artistic and creative production centre and cultural business incubator. Expansion of the Murcia North Social Services Centre for training and activities. Construction of a sports hall for use by the 2 area schools which includes new activities with a more marked creative component Construction of a nursery school

Remodelling Remodelling of an outdoor stage in the cultural centre Adaptation of the ground floor premises of new social housing to support the associations network Remodelling of the Salzillo public school classrooms for artistic activities Improved Urban Environment. Facility Equipment

Improved Urban Environment. Remodelling Public Spaces Equip the neighbourhood with attractive open space s Remodelling of gardens with woodlands and sufficient lighting and energy savings measures Waste skips installed underground in order to improve the beauty and salubriousness of the area as well as to protect the environment.

Improved Socioeconomic Environment. Social action programme aimed at eliminating factors of discrimination and fostering social inclusion. The new urban policies include : - Individual guidance for social inclusion, including work with families and actions with young people and adolescents. - Pre-employment training - Family/work balance service

Improved Socioeconomic Environment and Quality of Life Culture Measures, for the construction of a creative space that boosts artistic creation and facilitates intercultural creation - out-of-school activities for children and adolescents. - cultural creation and invigoration programme - participatory library - training in cultural creation applied ICTs.

Information Society: development of public services for citizen access to information and communication technologies and the promotion of Internet use by al l -Free access Internet rooms -Technological literacy -Teletraining platform -Training on using the new technologies and their application to creative activities Improved Socioeconomic Environment and Quality of Life

Fostering employment and revitalizing the economic structure Programme aimed at professional skills and job search guidance Fostering entrepreneurship in activities related to the culture industry Creation of a creative and cultural business incubator

Civic Involvement Programme to support and improve the associations network that promotes civic involvement in the regeneration of the neighbourhood throughout the process: project design, follow up and assessment; and allows for the creation of a stable association structure beyond the duration of the project.
