Instructor: Doug Oliver, Chief Building Official Course Intent: –To provide an overview of mandatory Residential Green Building Standards effective January 2011

Fast and Dirty Rather than tell you how and why,…… –What: Residential Mandatory Measures. Erosion Control Measures Energy Efficiency Water Efficiency Construction waste reduction, disposal, and recycling Building Maintenance and Operation Environment Quality

Site Development - Residential Residential Projects less than 1 acre must manage storm water drainage during construction. –Retention basins –Conveyed to public drainage through filtered system –Compliance with County Erosion Control Ordinance Surface Drainage must be designed to keep surface water from entering the building. Intended also to aid in ground water recharge –Swales –Water collection and disposal system –French Drains –Water retention gardens –Other approved methods

Energy Efficiency –This section is essentially deferred to California Energy Code. Your energy consultant is the best source for performance based efficiency.

Builder must demonstrate 20% reduction in indoor water usage. Table /worksheet WS-4. Builder Self Certified Indoor Water Efficiency, Applicable July 2011

Outdoor Water Usage Must have compliant controller that has a weather delay.

Construction Waste Mandated 50% reduction of construction waste –Exemption for land clearing, grading, and more restrictive ordinances Waste Management Plan (see sample page 74) –Materials diverted: recycle + reuse=diverted –Sorted on site or at a facility –Identify diversion facility –Identify construction methods used to reduce construction waste. –Specify that the amount be calculated by weight or volume, NOT BOTH!

Waste Management Plan Compliance documentation required continuously on site during construction. Must ready available to inspector. End document self certified given to inspector at final. Enforcement agency may make exceptions when site is outside haul boundaries of the diversion facility.

Building Maintenance Manual Builder required to provide Operational Manual for the care and use of the residence including the following information: –Directions to owner or occupant that manual is to remain in the structure for the life of the structure

Manual Continued Operation/maintenance instructions for the following: –Equipment and appliances –Roof and Yard Drainage –Space Conditioning Systems –Landscape Irrigation Systems –Grey water Systems Information from local utility on efforts to reduce resource consumption. Recycling programs etc. Public Transport and Carpool Options BUT WAIT THERES MORE!

Manual Continued Educational material of interior relative humidity between 30 and 60% and what methods to use to maintain that humidity. Information on landscape water conservation. Instructions for maintenance of downspouts and gutters and the importance of diverting water minimum 5’ from foundation. Information on required routing maintenance (ie: caulking, painting etc.) Information on State energy incentives. Copy of all special inspection verification from construction

Environment Quality Fireplace – Gas fireplaces required to be direct-vent/ Wood and pellet to be EPA phase 2 certified. Pollutant Control- –Ducts to be covered/sealed during construction. –Adhesives, sealants, caulks, paints, coatings, coverings to meet specific VOC limits. (See handouts)

Formaldehyde limits Table –Hardwood plywood veneer core.05 PPM –Hardwood Plywood composite core 0.08 PPM –Particleboard 0.09 PPM –Medium density fiber board 0.11 PPM –Thin-medium density fiberboard 0.21 PPM

Interior Moisture Control Slab Foundation Change – –4” of ½” aggregate with vapor barrier in direct contact. Slab designed by a licensed design professional. (heated slab?) Moisture content of wood 19% max before being enclosed. Verification Builders responsibility –Determine with probe or contact type moisture meter –2-4 foot from grade stamped end. –3 random readings to be performed for walls and floors –Declaration to enforcement agency that testing was done and compliant.

Indoor air quality and exhaust Bathroom (tub and shower room) exhaust fans to be energy-star rated unless used for whole house ventilation. Humidistat required otherwise (adjust range of 50-80% Whole-house exhaust fans shall have insulated covers which close when fan is off. Insulation value R-4.2
