Social, Ethical, Legal and Human Issues The Role of the Technology Coordinator Johnson Bible College, Dr. Tony Krug

Social, Ethical, Legal and Human Issues  Digital Equity  Privacy  Safety  Copyright

Digital Equity Digital Equity = Complex linkage of technology, economic power & political action Deprivation or inadequate guidance in use = compromised educational quality & opportunities Needs more subtle than Table 6.1 (p. 125)

Digital Equity – Finer Points Equitable access includes: Software, peripherals, subscriptions, online courses Opportunities to create original Web content Access to assistive technologies Access to teachers who can enable and empower learning through technology

Digital Equity – Monitor Points Low-income access difficulties school & home Minority group software & access outside of school Broadband issues & rural access Gender usage (overall equity/uses vary) Creative web opportunity empowerment Year to year and classroom to classroom variances

Privacy Control access: – Implement locks, firewalls, encryption, authentications, network monitoring – Educate users in security needs of mobile technology, like storage devices, handhelds, laptops Control disclosure – Educate users in use of accounts, passwords – Never make it possible to connect information to specific child in web presence. Care in use of full name, personal data, pictures

Safety - Concerns Access to inappropriate content (CIPA ) Social networking – younger & younger – Pedophiles / Cyberstalkers / Cyberbullies – Vulgar language & reinforcement of poor language skills – Need for face to face interaction Fed Educ Rights and Privacy Act (FERPA) incl academic work/photos (as per creative expression concerns) – interesting dynamic

Safety – Possible Soluti o ns Student work published: a) Anonymously, b) With pseudonyms, c) Use passwords Selected work reduces risk exposure Parental consent Actively moderate open participation / set up controlled participation venues Education: a) Technology “drivers license,” b) open workshops for all Policy development / publicity

Copyright – Problem? Stealing text, papers, music, movies, software, & academic re-publishing of media Why does it happen? 1.Don’t understand the law 2.Social barriers diminished 3.Complexities are a disincentive to learn

Copyright – Solution Combinations Basic: Know law - Soft approach Educate others, particularly focus on key staff Actively promote adherence with policy statements (AUP), speakers, curriculum, etc. Provide alternatives (procedures & budget – as required) Hard approach Use plagiarism detection software & techniques Block unauthorized installations Network monitoring

Discussion Duties regarding policies, procedures, advocacy (p. 132 & 133) Note scenarios on p. 138 & 139 (especially the last one). Each addresses one or more issues: social, ethical, legal, or human – which? The Case Study (pp )example is now at ml. What safety precautions are used? ml Discussion - first question, p. 142, what are pros and cons for each side?
