National Bodies-Issues for the role of National Governments in Tourism According to Butler (1998) tourism destinations often go through stages of stagnation, followed by decline where the destination loses its popularity. When this happens, the destination needs something new to rejuvenate the destination. Many Blackpool guest houses and hotels now have on average, 25% occupancies. Partly due to the fact that these days, cheap flights abroad are available and people are flying elsewhere for weekends away. Manchester was selected over Blackpool by the government for the new Super Casino. Blackpool is striving to improve its position in the tourism industry and winning the super casino bid would have added something new and exciting to the destination and perhaps decreased the amount of unemployment and poverty by providing people with new opportunities. However, should Blackpool have won the bid, the government may have been sued by Coral Island as the Casino would have forced the government to take their property into public ownership.

Both the North West Regional Assembly had stated Blackpool’s as their preferred location for the region and the Regional Economic Strategy has also made Blackpool’s exciting regeneration plans a key regional priority. The four-year tourism blueprint sets out a number of new initiatives and attractions which Blackpool Council and its "partners" hope will attract new visitors. Among the proposals set out in the strategy are: * An ambitious events programme. A Celebration of British Comedy, an International Festival of Music and Dance, and the UK's Biggest Beach Party. * Identify Blackpool 2010 as a year of special celebration and use this as a planned programme of events and regeneration activity similar to the European Capital of Culture concept works.

Local Bodies 2 A BUSINESSMAN who opposed Blackpool's casino bid says he has £6m of investment waiting in the wings. David Biesterfield, a director of the Noble Organisation which spoke out against the council’s application for the licence, says the resort must now build on its reputation as the UK’s leading family destination. He said Coral Island, which his company owns, has already proved that investment is the way forward and is keen to spend more cash on its facilities in Blackpool. This includes rekindling plans to transform the old Palace nightclub into a three-storey entertainment venue incorporating a restaurant, a show bar and a small casino – all on a pirate theme. Mr Biesterfield said: “I think the time has come now to put a positive light on all this. The truth is that there has been, and is, very extensive redevelopment going on in Blackpool and the council and ReBlackpool should be given credit for that. “We have continued to invest in our product over the past five or six years and our attendances are going up. We’re very keen to invest in the Palatine building and have £6m of investment planned. He said: “There is always concern about funding but it is unusual in my experience to find three sizeable projects all keen to invest. But if the council does not listen to them, then they may go elsewhere. Blackpool has to wake up. “Let’s re-engage and work together and ensure that the resort gets the regeneration it needs.

Local authorities can take an overview across all tenures using their planning powers as well as housing policy to deliver national, regional, local and community priorities. and they are in the right place to work with others including housing associations, regional housing and planning bodies, the private sector and residents to deliver successful communities.

Local Bodies 4 Blackpool Council has become the first local authority in the North of England to sign a housing protocol agreement with the Housing Corporation. This important milestone will bring together the resources and skills of both national and local organisations to deliver affordable housing across Blackpool. Based on a national protocol agreed between the Local Government Association and the Corporation, the housing protocols set out how the Corporation and local authorities will work together to deliver a common vision of affordable homes within strong communities, reflecting local priorities.
