Legal Pursuance Law on Road Transportation in 2008; Circular No. 36/2010/TT-BCA issued on 12/10/2010 of the Ministry of Public Security, stipulates on vehicle registration. Application objects INGOs which obtained Certificates of Registration in accordance with Decree No. 12/2012/ND-CP and Circular No. 05/12/TT-BNG Final/Nov. 2013

Vehicle Registration Agencies for INGOs Department of Police for road-railway traffic: for INGOs’ vehicles purchased with tax exemption, under the current regulations. Divisions of Traffic Police of centrally administered provinces/cities : For vehicles purchased without tax exemtion. Final/Nov. 2013

Application of Vehicle Registration 1. Registration form: INGOs are in charge of filling all neccesary information in the form along with signature, full name of the applicant and stamp. 2. An authenticated copy of Certificate of Registration of Operation/ Certificate of Registration of Project Office Establishment/ Certificate of Registration of Representative Office Establishment of the organization in Vietnam. 3. Supportiing letter from COMINGO. 4. Personal documents of applicant. Final/Nov. 2013

Application of Vehicle Registration (continued) 5. Registration documents include: a) Vehicle sale contract or bill; b) Registration fee receipt: receipt or certification of payment to National budget by cash or check through National Treasury ( with the confirmation of National Treasury ) or the payment order through a bank as stipulated by Ministry of Finance ; Final/Nov. 2013

c. Documents related to the vehicle’s origin:. Imported vehicles of commercial contract, tax free vehicles, vehicles as in-kind aid: should be certified by the Department of Debt Management and External Finance under the Ministry of Finance;. Temporarily imported v ehicles: documents of approval from Immigration Department ;. Non-commercial imported vehicles, vehicles as gifts or non- refundable aiding vehicles: Form of exported-imported goods, luxury tax and VAT imported goods. In case of no tax receipt, there should be a tax-free decision paper or an appoval letter for tax-free from jurisdictional agency or confirmation paper of aiding goods as stipulated by Ministry of Finance. Procedure of Registration Step 1: INGOs send official letter to COMINGO requesting official letter to related agencies for confirmation and support for vehicle registration. The letter should include: type of vehicles, number of seats, Right-handed drive or Left-handed drive, color of vehicle, machine number, frame number, sale contract, receipt number and copies of related documents; Step 2: INGOs prepare documents as requested. Step 3: The representative of INGOs submits application as appointed to Police Department in order to receive vehicle Certificate of Registration and other documents; then completes the procedure of registration. Final/Nov. 2013

NOTE: In some cases Application of Re-registration for vehicles that already have Certificate of Registration (for those that were registered in the same provinces/ cities) should include: 1. Documents mentioned above, from No.1 to No Certification of Vehicle registration. 3. Receipt of vehicle ownership transferring as in section 5a of the above list. 4. Registration fee receipts as in section 5b of the above list. Final/Nov. 2013

NOTE: In some cases Application of Re-registration for vehicles that already have Certificate of Registration transferred from another province should include: 1. Documents mentioned above, from No.1 to No Certification of Vehicle’s registration. 3. Receipt of vehicle ownership transferring as in section 5a of the above list. 4. Registration fee receipt as in section 5b of the above list. 5. Documents of transferring and original documents of the vehicles. Final/Nov. 2013

NOTE: In some cases Renewal and Re-issuance of registration certificate or license plate 1. Document mentioned above, from No.1 to No Re-submitting Certificate of Registration (in case of re-issuance due to the loss or torn registration..) or license plate (for the re-issuance of license plate). In this case, there’s no need to check vehicle (except for vehicles that transform or change the colors), but organizations have to submit frame number and machine number as regulations.
