Challenges and Constraints - Change Mgt (Adoption of e-cultures/attitudes) - Lengthy procurement and appeal processes - Little collaboration among MDAs - Lack of ownership by beneficiaries and partners - Lack of capacity and skills gaps at all levels by beneficiaries and stakeholders - Other general national challenges (poverty, illiteracy, limited electricity)

Lessons Learnt - Strong political will and patronage very critical (Need for e-Champions) - Institutional Arrangements very critical - Need for Capacity Building at all levels (including cultivating e-cultures) - Rapid growth of the IT industry needs special procurement considerations - Need to adequately factor national challenges (poverty, illiteracy, skill gaps, etc) in project design
