History of Triad History of Triad Formerly Expedited Site Characterization (ESC) Formerly Expedited Site Characterization (ESC) –Initiative started in 1980’s by the DOE –Objective to reduce Assessment & Remediation Costs –Driven by approximately 20 DOE sites on the NPLs –1993 guidelines published as ESC Triad Technical Regulatory Guidelines, 2003 Triad Technical Regulatory Guidelines, 2003 –Developed by International Technology and Regulatory Council (ITRC), 40 States Participate ( –Funded by DOE and USEPA –Utilized the ESC to develop Triad –USEPA takes lead role in the 2000s ( –Evolves into a Federal/State Interagency Partnership
