I.Conflict parties must reach a cease-fire accord. II.Conflict parties, including those from the countries in which the UN peacekeeping forces are to operate, must consent to Japan’s participation in the core operations of the UN forces. III.The UN peacekeeping forces must maintain impartiality; they should not side with any particular conflict parties. IV.The SDF may withdraw from operations of the UN peacekeeping forces if any one of the three principles stated above is not met. V.The use of weapons by SDF members participating in operations of the UN peacekeeping forces should be limited to the minimum necessary to protect the members’ lives.
