Community Crossings ‒ Summary The Community Crossings matching grant fund was established to provide matching grants to local units for eligible projects. “Local unit” means a county or municipality. An eligible project means a project that is undertaken by a local unit; that repairs or increases the capacity of local roads and bridges, and is part of the local unit’s transportation asset management plan.

Community Crossings ‒ Summary Grant is a 50-50 match Transportation asset management plan includes planning for drainage systems and rights-of-way that affects transportation assets. Must have an INDOT-approved asset management plan.

Community Crossings ‒ Summary LTAP (Local Technical Assistance Program) will study issues related to development and operations by local governments of transportation asset management plans. Assist local governments in developing and operating transportation asset management plans. Asset management plans include plans for both pavement and bridges. LTAP has a plan approved by INDOT for use.

Community Crossings ‒ Summary INDOT shall allocate 50 percent of the annual grant awards to units in counties with <50K population. Local match must come from one of three sources; LOIT (Local Option Income Tax), Rainy Day Fund or New Wheel/Surtax. Projects that are of the greatest regional economic significance for a region shall be given preference for funding.

Community Crossings ‒ Summary Money in the fund at the end of the state fiscal year does not revert to the state general fund. Money in the fund is continuously appropriated for the purpose of the fund. The establishment of a “Task Force” refers to the funding Indiana Roads for a stronger, safer tomorrow. Task Force will review and develop long term plans for state highways and major bridges along with road and bridge needs for locals.

Community Crossings ‒ Guidelines Call for projects will be issued May 31, 2016 ending July 29, 2016 at 5:00 p.m. EST. Preliminary awards will be announced at the end of August, 2016. INDOT will make the funding available to local units as soon as INDOT receives the funding from the Office of Management and Budget. We anticipate this timeframe to be around mid-August to mid-September. The most any local unit can receive is capped at $1 million.

Community Crossings ‒ Guidelines Applications will be made available in an excel format on INDOT’s website: Doing Business with INDOT / Local Public Agency Programs. Along with the application, a preliminary estimate, asset management plan, project location map and financial commitment letter which includes the identification of which funding source the local government plans to use must be submitted. If any of these are missing, the application will be forfeited.

Community Crossings ‒ Guidelines All documentation will need to be uploaded and sent in an email to LPA_MPO@INDOT.IN.GOV by the close of business (5 p.m. EST) July 29, 2016 to be considered for funding. No late applications will be accepted. All projects will be scored based upon local support, connectivity to existing plans, benefit, need & quality of project, AADT & AATT, and whether the project has regionally economic significance for the region.

Regionally Significant Economic Development “Regionally significant Economic Development project means a transportation project that is on a facility which serves regional transportation needs (such as access to and from the area outside the region, major activity centers in the region, major planned developments such as new retail malls, sports complexes, industrial parks etc., or transportation terminals as well as most terminals themselves). Any facilities that offer alternative to regional highway travel.”

Community Crossings ‒ Guidelines If the local units project or projects doesn’t fit the description of regionally significant economic development, you should still submit your projects. This is just one item that INDOT will be looking for. We want local units to submit their projects.

Community Crossings ‒ Guidelines Eligible projects consist of bridge and road preservation type projects along with ADA sidewalk projects that intersect with any road project, roundabouts and road reconstructions. Trails and enhancement type projects are not eligible. Local units that perform their own force account work, such as chip sealing and crack filling, can receive funding for materials. Materials must be associated to a particular road. Labor or equipment costs are not eligible.

Community Crossings ‒ Guidelines Any local units who have procured a contract as of January 1, 2016 is eligible to apply for the funding. INDOT will NOT participate in any cost overruns. Local units can only receive up to the maximum cap per year unless additional funding becomes available.

Community Crossings ‒ Guidelines Local units should submit as many projects as they want. Each project must have its own application packet and must be submitted independently. INDOT will only participate up to the maximum cap of $1 million per local unit no matter how many projects you submit or the cost of each project.

Community Crossings ‒ Guidelines If awarded a grant, each local unit must then submit a copy of the procured contractors bid and contract to INDOT. Once that has been received, INDOT will send the local unit a contract. Once INDOT has received the contract back from the local, INDOT will issue a check to the local unit for the 50 percent or not to exceed cap amount. All funds awarded to local units must be used on projects submitted through the call. Funds cannot be spent on other projects.

Community Crossings ‒ Guidelines Local units must notify INDOT once projects under the grant are complete. INDOT will conduct a final verification that all work performed was completed. A copy of the local unit’s proof of payment on the final billing to the contractor must be sent to INDOT after all work is complete establishing the exact cost of the project and must be submitted to INDOT within 30 days of final payment. Any underruns must be paid back to INDOT within 30 days of completion of the project.

Community Crossings ‒ Guidelines Any overruns will be the responsibility of the local unit at 100 percent. Federal and state guidelines are applicable. Some examples of guidelines that must be followed are National or State Historic Preservation projects, Permitting, ADA requirements, and so forth. Local units must maintain all records for audit purposes for 5 years.
