Prasar Bharti’s DTT Initiatives DTT experiments in few urban locations Impact assessments? Program content Uptake Comparison with Cable and DTH? Propensity to buy DTT enabled STBs or other devices? DTT enabled TVs: Regulations? How to accelerate DTT: USOF type of fund…who funds it, how much, how is it disbursed? If disbursed to the public sector broadcaster, how to bring in efficiency in infrastructure provision, content generation and distribution. Bring in private sector where possible.

Regulatory Issues Structure of the sector? Monopoly public operator? Public + private operators? Community operator? How many? What roles do each have? Private DTT operators Licensing terms: compatibility with radio/telecom Period of license Eligibility FDI Frequency bands Universal Service?

Alternative Strategies for Prasar Bharti What should be Prasar Bharti’s Strategy? To be the network and content provider? To be the network provider? To work collaboratively with NOFN? Supply dongles for DTT reception on desktops, laptops, tablets?

What should be the Management Role? If we build it will they come? Its not about getting the DTT infrastructure in place… A national committee to develop the strategy for DTT in a time bound manner. R&D for creating new devices/dongles for getting DTT reception on PC/laptops/tablets integrated with other frequency bands: Tying up with R&D fund in the telecom sector Integrating with NOFN as a content supplier Like Arqiva, becoming a multi-service infrastructure provider? Satellite, DTT, mobile infrastructure. If so, what organizational form should this entity have?

DTT Opportunities Not only about implementing a technical plan, but also understanding the interaction between the different ecosystem partners. The opportunities arise only if these elements are worked put at a strategic level with speed in a mission mode or these will become missed opportunities
