The MAP 3-Year Plan Mark Palmer Fermilab September 26, 2014

Events Since P5 Aug DOE Review at BNL –Presented a plan to: Re-color part ($3M) of the FY15 MAP budget ($12M) as defined by the PBR to GARD –Support a separate D&S activity –Support the MTA research program Carry out a 3-year deployment of MICE Step V to provide the key initial demonstration of the ionization cooling process and hardware capable of achieving it –$9M  $6M  $3M budget profile for FY15-17 –Included Step IV running in –Step V running would have extended beyond the 3-year time window »Experimental support for FY17-18 would have been separately pursued by GARD and NSF accelerator R&D grant proposals –Outcome: The $3M desired for re-coloring had already been re-assigned Concerns expressed by our UK colleagues about the level of laboratory support that could be counted on over the 3-year timescale Concerns expressed about managing the remaining “R&D Risk” in the US construction plan Pressure to define a 3-year program that would include the “full” cooling demonstration (i.e., emittance cooling with RF re-acceleration) –Action Item: Prepare a plan for an alternative to Step V that “would fit”  Sep 15 report to DOE with Sep 30 final deadline Support to carry out the broader ramp-down within the profile –And a directive from DOE to prepare an Initial Fin Plan for FY15 on this basis September 26, 2014 M. New MICE Reference Design II Principal differences since review –Spectrometer solenoids and Focus Coils need to be separated to properly match the optics –US construction greatly simplified by building two single-cavity vessels Essentially just replicate the Single Cavity Test System presently in MTA Allow for outboard “thin” absorbers to shield trackers Incorporate all lessons learned from MTA –Single primary LiH absorber in center of channel (minimize UK LH 2 support requirements) –Two RF systems, each capable of  12MV/m with no losses and no overhead allowance Deployment of additional 2 RF stations could allow 16MV/m operation These choices help limit cost, schedule duration, and project risk September 26, 2014 M. The Report First Draft submitted to DOE on September 15 Followed by a briefing on September 19 –Received approval to move forward with the MAP 3-year Ramp-Down plan Final Draft completed yesterday –And submitted to DOE this morning –Nominally have until next Wednesday to complete any necessary touch-ups, but hope to call the present version “good enough” What’s next –Plan will continue to be refined and will be discussed in detail at the MICE Collaboration Meeting in October (CM40, Oct 26-29) NOTE: MICE International Project Office and MICE Experimental Management Office have been active participants in developing the expedited plan –Formally the final decision on this plan will be decided at the November MICE Project Board (MPB) Review NOTE: The UK Science and Technology Facilities Council (STFC) and MPB were well-represented at the DOE review September 26, 2014 M. The Budget Reduced US scope and risk –No Coupling Coil Magnet –No RFCC Module –No Step VI Partial Return Yoke –No R&D risks associated with ensuring that the first version of the RFCC would meet full operational specifications  Reduced costs –Frees up >$6M from the $18M MICE plan Incorporate 1-year D&S ramp-down Incorporate 18 months continued MTA operations Continue MICE experimental team support through FY17 AND complete the MICE construction activities September 26, 2014 M. Moving Forward MAP is now executing a 3-year ramp-down based on the $9M - $6M - $3M budget profile which assumes the new MICE plan receives final approval from STFC –1-year ramp-down of D&S activities: Lets our graduate students and post-docs bring their research to a successful conclusion Out Years: Work to develop a clear path forward for some activities within the GARD portfolio –Whitepaper to Accel R&D Panel –Further discussions with DOE required –18 months support for the MTA Also lets our graduate students and post-docs bring their research to a successful conclusion Ensures that the key RF testing that is required for the MICE RF system can be completed Out Years: Committed to developing a plan that could yield support to continue the RF in magnetic field research effort within the GARD portfolio –Whitepaper to Accel R&D Panel –Further discussions with DOE/FNAL required –MICE Demonstration in 2017 Next step in the path forward to a neutrino factory We will see what LHC results appear on that timescale September 26, 2014 M.
