SUBCOMMITTEES OVERVIEW To address the 2 Year Instructional Priorities Plan, each SLC shall establish work groups (subcommittees or work groups), as needed, to address the various areas of the SLC responsibilities. Work groups should first be aligned with any subcommittees or work groups required by the school’s 2 Year Instructional Priorities Plan.

SUBCOMMITTEES OVERVIEW (CONT’.) To maximize participation by non-SLC members, each work group/sub-committee should reflect all constituent groups and stakeholders represented on the SLC. Work group/sub-committee membership should be drawn from the entire school community to utilize the talents, abilities and interests of all individuals effectively. Some subcommittees could merge instead of existing in isolation.

DISTRICT PROFESSIONAL DEVELOPMENT GOALS (*ABBOTT Required) The professional development goals of the Newark Public Schools align with the broad District goals. As indicated throughout, this plan is intently focused on positively impacting student achievement. The focus of this improvement differs from school to school based on a wide range of achievement data. Through the continuous professional growth for all instructional staff, the District endeavors to:

DISTRICT PROFESSIONAL DEVELOPMENT GOALS (*ABBOTT Required) IMPROVE STUDENT ACHIEVEMENT DEVELOP A TRUE LEARNING COMMUNITY DEVELOP STUDENT MORAL AND SOCIAL RESPONSIBILITY ESTABLISH ONGOING SUPPORT AND INDUCTION FOR NEW TEACHERS Fully Implement the Special Education Task Force Recommendations on Staff Development To Improve Programs, Mitigate Compliance Problems and Improve Student Achievement

Staff Development Subcommittee Summary The District central offices (Department of Teaching and Learning, Department of Special Programs, the Office of Staff Development, School Leadership Teams) along with the District Professional Development Committee will continue to build understanding of effective professional development practices with administration and school staff. One venue where this will occur will be through the District’s Professional Development Subcommittee Chairs. These chair people will engage in training offered through the District Professional Development Committee that will focus on the elements of quality professional development, as well as addressing district initiatives described in this plan. Each school Professional Development Subcommittee will work collaboratively with the school administration to create their school-based plan, assist in the implementation of that plan and work for continuous improved student achievement through delivery of quality professional development.

FAMILY SUPPORT TEAMS (*Abbott Required) In order to address the mandates of the No Child Left Behind Act (NCLB), the current Abbott Regulations, Intervention and Referral Services (I&RS) (N.J.A.C. 6A:16-7) the Individuals with Disabilities Education Act (IDEA), and Section 504 of the Rehabilitation Act of 1973 (504), as well as the respective recommendations of the Newark Public School’s (NPS) Special Education Task Force and Discipline Committee, the NPS has revised the procedures for school-based intervention teams, henceforth call Family Support Team (FST).

Family Support Team (FST) will assume the following responsibilities: 1. Maintain records and assess the effectiveness of each intervention plan and then make recommendations to the principal for improving school programs and services. This process helps identify patterns of academic, behavior, and health concerns in the school and contributes to the needs assessment for budgetary and programmatic decisions. The following code-mandated responsibilities assist in this endeavor:

Family Support Team (FST) will assume the following responsibilities: a. Identify, collect date, develop and implement action plan on students with learning, behavior, and health difficulties; b. “Review and assess the effectiveness of the provisions of each intervention and referral services action plan in achieving the outcomes, as appropriate..”; c. “At a minimum, annually review the intervention and referral services action plans and the actions taken as a result of the building’s system of intervention and referral services and make recommendations to the principal for improving school programs and services, as appropriate…”

Family Support Team (FST) will assume the following responsibilities: 2. Consult regularly with parents or guardians 3. Provide direct services where appropriate; 4. Establish relationships with community social and health providers for services not available in the school, refers students to such providers, and follows-up to assure that student need was satisfied; 5. Assist in: a. Providing adequate social and health services and referrals to improve student readiness, performance, and attendance; b. Assuring that all students receive health care and social services that are demonstrated to be essential for improved achievement; and c. Reducing teacher time devoted to resolving non- academic matters.

Family Support Team (FST) will assume the following responsibilities: 6. Collect and collate school-based data on infractions to the student’s code of conduct, disciplinary actions, and recommending and assisting in implementing more systemic interventions with staff, parents, and students to prevent and address these systemic problems Collect, analyze and report out data on referral rates by teacher, grade, and subject to identify possible areas of concern This type of data collection is mandated in the Abbott Regulations for each school but the regulations do not specify the FST. 22 This type of data collection and reporting out is not mandated in Abbott but it is in the NPS.

GUIDELINES FOR EFFECTIVE SUBCOMMITTEE MEETINGS  GROUP GOALS Clearly stated, defined, and shared by all.  COMMUNICATION Direct, open, and honest  PARTICIPATION Members participate equally. No one dominates the meeting.  DECISIONS Agreed to and supported by all members.  TRUST Members trust each other, encourage diverse views, and willingly give and receive feedback.

GUIDELINES FOR EFFECTIVE SUBCOMMITTEE MEETINGS  ENVIRONMENT Meeting room is chosen in advance, physical arrangement promotes effective interaction.  CONFLICT Constructive, issues oriented. Differences of opinion are encouraged.  PROBLEM SOLVING Systematic definition and analysis of problems. Collaborative problem solving.  GROUP MAINTENANCE Members are responsible for maintenance. Group process is discussed and evaluated.  DEVELOPMENT Subcommittee sees new and better ways of getting the tasks done. Roles are flexible. Progress toward goals is made.
