5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks3 Training Overview ■To prepare municipalities and counties for SVRS, we are planning a comprehensive training program –Training Classes –Meetings and communications pre-training to ease you into training and to help you become familiar with key concepts –Training Manuals –Quick Reference Guides –Other support tools ■Training Classes –SVRS Application Training (hands-on computer training) –Process and Policy Training (discussion based) ■Training Schedule –Both types of training will be conducted in your region (perhaps multiple times in your region) to minimize travel –Training will be coordinated with the deployment schedule ■Application training will be approximately 1-3 weeks before go-live ■Process/Policy training will be approximately 1 month before go-live

5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks4 Application Training ■SVRS application training will be rolled out in two phases (Introductory and Advanced) –2 days of Introductory training will consist of Basic Concepts, Navigation and Voter Registration –2 days of Advanced training will consist of Election Management functions –Users will participate in practice period following Introductory and Advanced training, allowing time to practice before going live in the new SVRS ■Training will be conducted by SEB training teams. A training team will perform onsite support as required ■Each training session will consist of 16 users and 2 instructors targeting a Student/Instructor ratio of 1:8 ■Training will be conducted in the 12 regional locations ■SVRS User Guide and SVRS Online Help will be made available for SVRS familiarization

5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks12 Process and Policy Training – Key-Terms ■Process Map: A work flow diagram that describes, analyzes, and documents a business process. ■Process Profile: The written text that describes a process as well as its assumptions, steps, impacts, related statutes, etc. A process profile accompanies a process map. ■As-Is Process: The current (as it happens pre-SVRS) sequence of tasks or steps by which the voters are registered and elections managed. ■To-Be Process: A redesigned sequence of tasks or steps by which the voters are registered and elections managed once SVRS is implemented. Sometimes referred to as a redesigned process. ■Business Issue: An identified issue that affects the customization of the SVRS application. ■Business Rule: A policy defined by management or law that mandates how specific business activities are to be conducted. ■Business Process Redesign: The effort taken by the SVRS Team and others to develop To-Be Process maps.

5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks15 In addition to the maps, we are developing “Process Profiles”, which provide additional, detailed information… ■Process Profile: Voter Registration – Provider/Relier – In-Person (To-Be) IDProcess StepDetail 1 Request Voter Registration Application The voter visits the clerk’s office and requests a “Voter Registration Application.” Any instance in which the voter is registering with a clerk or a special registration deputy is considered an In-Person registration. In some instances, the voter may have downloaded the application from the Internet or received the document from other sources. 2 Confirm Voter is Eligible and Provide Application The clerk will communicate with the voter to more fully understand the voter’s specific need. Examples of the voter’s need include the following: a.New voter who has never been registered before. b.Moved from out of state c.Moved within state d.Moved within municipality e.Change of Address f.Change of Name When inquiring about the voter’s specific need, the clerk will ask questions to determine whether the voter is eligible. For instance, does the voter have residency established, is the voter 18, etc. The conversation between the clerk and the voter will help the clerk determine which application to provide the voter. Or, if the voter is not eligible, what other options are available. Once the clerk has determined the appropriate need and course of action, the voter registration application will be provided to the applicant.

5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks16 Process Profile (continued) ■Continued…Process Profile: Voter Registration – Provider/Relier – In-Person (To-Be) IDProcess StepDetail 3 Complete Voter Application and Sign in Presence of Clerk To register to vote, voter must complete the EB-131 form and provide a valid Wisconsin operator’s license number or the last 4 digits of the elector’s social security number. The voter must also sign the form in the presence of the clerk. [Ref. 6.33(1)] The EB-131 is a standardized state form used by all municipalities to register electors. The form can be downloaded from the Internet and either typed or handwritten. For the form to be considered “complete” the following required fields must be filled-in. a.Name b.Date c.Address d.Citizenship e.Date of Birth f.Age g.Valid Wisconsin operator’s license number or the last 4 digits of the elector’s social security number h.Whether the applicant has resided within the ward or election district for at least 10 days i.Whether the applicant has lost his or her right to vote j.Whether the applicant is currently registered to vote at any other location k.Applicant’s signature NOTE: ADDITIONAL DETAIL TO BE FILLED-IN ABOVE BASED ON NEW FORM. 4 Submit Completed Application Once the voter registration application is completed, the voter must turn-in the application at the local clerk’s office or other designated location approved by the local clerk. Open registration in-person closes at 5:00 p.m. on the 2 nd Wednesday preceding the election. [Ref. 6.28] 5 Receive and Review Application for Type and Completeness The clerk receives the application from the voter and reviews the application to determine the type of application (new voter, change of address, change of name, etc.) 6 Is Application Complete? The clerk verifies that all required information has been obtained If applicant is unable to sign, another elector may be authorized to sign the form on his or her behalf. If the applicant so authorizes, the elector signing attests to a statement per 6.33(2)(a). If the application is complete, proceed to step 9. If the application is incomplete, proceed to step 7.

5/4/05 and 5/5/05SVRS Conference for Wisconsin County Clerks17 Preparation for Deployment ■In the weeks and months leading up to go-live, your SVRS Specialist will be working with you to conduct a variety of training-related deployment activities. –3-5 Months before go-live ■Identify # of end-users ■Identify names and roles (positions) of end-users, then continuing to track these individuals in a tracking database ■Identify and schedule locations for training –1-3 Months before go-live ■Schedule end-users into specific Application Training classes on specific dates ■Send invitation to end-users to attend training on specific dates ■Schedule and conduct Process/Policy Training Sessions –Approximately 3 Weeks before go-live ■Create end-user IDs ■Create end-users specific handout with user name/password to be passed out at end of training ■Send follow-up reminder for end-user to attend Application Training class –Approximately 1-2 Weeks before go-live ■Attend 1 st training class ■Distribute training completion certificates ■Distribute end-user ID and password documentation
