 American envoys were approached by the French foreign minister, de Talleyrand Demanded bribes for the privilege of negotiating with France  Americans were outraged and called for war – undeclared war at sea

 Convention of 1800 signed in Paris Ended the Franco-American Alliance (1778) France agreed to pay damages to American shippers

 Federalists passed 4 laws to minimize opposition during Quasi-War Aliens had to wait 14 years to become citizens  Limit growth of Democratic-Republicans Allowed for deportation or imprisonment of “dangerous” foreigners  Minimize espionage Prohibited the false defamation of gov’t officials  Stop criticism of Adam’s administration
