These activities accompanied by 5 years of stakeholder engagement with the UDD, WSSD, MJP and local ULBs . . . Chief Secretary of the GoM asked CEPT to focus on two areas of performance improvement: (a) 'Making Cities ODF'; and (b) 'Moving towards 24x7 Water Supply for 15Class A cities Workshop in Nashik to kickoff city sanitation planning process attended by MJP, AIILSG, CEPT, Sanitation experts and local ULB officials Wai, Sinnar and Ambajogai select 2-3 solutions for implementation along with CEPT MoU with Urban development department , Govt. of Maharashtra for providing support in Swachh Maharashtra Abhiyan 2011-12 March 2012 May 2012 September 2012 - April 2013 Sept 2013 2014 to date July 2015 to date Feb 2016 Meeting with Hon. Principal secretary of Maharashtra Water Supply and Sanitation Department (WSSD), AIILSG1 and MJP for the selection of CSP cities. Wai, Ambajogai, Sinnar and Hingoli selected Final city sanitation plans shared with ULB officials, MJP and AIILSG; Financial status and affordability of sanitation solutions discussed Support to Wai and Sinnar for developing ODF plans and implementing citywide IFSM. Support to Ambejogai for DEWATs plan ODF Handbook and Septage Management guidelines for Maharashtra released by Chief Minister of Maharashtra Note (1) All India Institute of Local Self Government

Support to Government of Maharashtra Based on the learnings for city level support, we have been supporting GoM for implementing Swachh Maharashtra Abhiyan

State’s Approach for Making Cities ODF ... Become ODF Additional state level subsidy Rs. 8000/ HH + Rs. 5000/ HH from 14th FC funds No NOC required for construction of toilets on Government land. Issued operational guidelines for effective implementation of mission. Legislative provision for making toilets mandatory to elected members. Sustain ODF Developed a framework of validation of ODF Cities to ensure sustainability Issued a GR on avoiding prefabricated toilets to assure quality of construction Encouraging “own toilets” than relying on publically maintained community toilets. Move towards ODF + First State to develop a framework to define ODF Cities with a concept of ODF/ODF+ and ODF++ Cities Framework for moving towards “own toilets” and implementing plans for safe management of septage & waste water to keep cities clean and healthy.

Promoting Innovative Financing . . . Promotion of Innovative Financing Options at City/ Household Level “Shehar Swachhata Kosh” A dedicated Sanitation Fund at City Level to tap funds through CSR Funds can be used for shifting dependency from community toilets to individual toilets. Sanitation Credit at Household Level: Financial Institutions like – Banks, Micro Finance Institutions, Credit Cooperatives etc. Linking NULM/SULM with SBM – Loans to construct toilets through Self Help Groups
