Governor Perry’s 2012 Higher Education Priorities 1.Require a four-year tuition freeze for incoming freshmen 2.Identify or create a $10,000 degree for each system 3.Require that 10% of funding be tied to degree completion 4.Require universities to provide break down of costs for graduating in 4 years versus 5 or 6 years. 5.Consider a competency-based model (online and student paced) in the delivery of educational programs. University of Houston System $10,000 Degrees UHCLBachelor of Applied Science degrees in Healthcare Services, Early Childhood Education, and Information Technology UHDBachelor of Applied Arts and Science in Administration and Bachelor of Science in Interdisciplinary Studies UHVBachelor of Applied Science programs in Healthcare Services, Early Childhood Education, and Information Technology UH26% of UH students graduated last year having spent less than $10,000. UH ranks 7 th in the nation for lowest amount of debt a student incurs.

Agenda of Texas Chancellors: Base Formula FundingRetain and possibly increase funding to accommodate enrollment growth and operations maintenance. Financial AidFunding for TEXAS Grants and state work study is critical to expanding access to higher education and maintaining affordability. Capital ConstructionThe need for renovated and expanded classrooms, labs and other facilities continues to grow as enrollment and research activities increase.

Agenda of Texas Chancellors (cont’d): Expansion of Hazlewood Act State should cover costs for extending tuition exemption to families of military veterans. Universities now absorb 100% of the cost. Outcomes-Based Funding The funding methodology should recognize that each university has a unique student population. Employee/Retiree Insurance Universities should be funded in the same manner as other state agencies rather than have individual campuses fund this increasing expense.

UH System Agenda: Conversion of Fees to Tuition Would allow universities on a one-time basis to convert incidental fees to designated tuition without the 15-20% set aside. Modify Land-Use Restrictions Ask the legislature to modify “education use only” restriction for UH Sugar Land to allow broader use of the property. At-Risk Student Funding Work with the legislature to ensure formula funding for graduating at-risk students supports UHS university missions.

University of Houston Agenda: Pharmacy FundingSeek equitable formula funding for General Academic Institution pharmacy programs (UH, UT, TSU) versus identical programs in health science centers. Tier OneMaintain and increase funding for Research Development Fund, Competitive Knowledge Fund, Texas Research Incentive Program, and National Research University Fund. Tuition Revenue BondsSeek funding for Pharmacy Building and renovation of science and engineering research buildings. Special ItemsSeek increased funding for Energy & Complex System Research Clusters, as well as Small Business Development Center

UHCL, UHD and UHV Agenda: Downward ExpansionSeek the resources needed to support the enrollment of freshmen and sophomores at UHCL and UHV. Urban Student Success Initiative Seek the resources needed to enhance the academic success and retention of UHD’s highly diverse and first-generation student population. Tuition Revenue BondsSeek funding for UHCL’s Science & Academic Support Building, UHD’s Science & Technology Building, and UHV’s Academic Building Expansion & Land Acquisition.

University of Houston System Federal Issues Federal Sequestration Federal Representation Create meaningful outreach and coordinated opportunities with our congressional delegation, other federal elected and appointed officials, federal agencies and corporate partners.

University of Houston System Local Issues Reconnect UH/UHS with local political and community leadership. Utilize campus resources to create outreach opportunities with these groups.
