Planning schemes and flood controls: key facts Statewide extent: Total area of Victoria: 22.7 million hectares Area of Victorian Flood Database: 2.5 million hectares Area of planning flood controls: 1.7 million hectares Continuous improvement for planning schemes: No of local councils in VFD with no flood controls: 3 (76 with) No of ‘towns’ within 50 metres of river with no flood controls: 39 No of these towns with more than 100 people: 35 2

Rural Council Planning Flying Squad 2014 – 2018 Program

Program Evaluation Flying Squad : 104 contractor projects to a value of $1.87 million 26 internal projects undertaken by DTPLI staff Productivity commission cites the Flying Squad as leading practice – compatible way of addressing other skill shortages in local government Program evaluation indicated a conservative benefit of 3:1 Benefits include:  Accelerated investment  Council resource savings  Improved decision making  Council skill upgrades.

History Total: 9 Total funded: 6 Total completed by Flying Squad team: 3 (Ministerial Amendments)

New program The Flying Squad can: Assist with the implementation of flood studies that have been completed via planning scheme amendments. Undertake planning scheme amendments to remove unnecessary permit triggers in Environment Significant Overlays Look at issues affecting more than one Council/ region and ways to provide a wider solution.

How to apply? Council and Flying Squad discuss the need for assistance Council completes and submits the Scope of Works Flying Squad reviews the scope and organises/prepares a request for quotes process (1 week) in consultation with council Quotes assessed by DTPLI Consultant is agreed with council Flying Squad prepare contract Consultant appointed Inception meeting held (always held at council offices) Typical timeframe for appointment and project start 2-3 weeks from initial contact Following this, the Flying Squad run the contract to ensure milestones are met.
