Control – IT Principles 28 June Presentation Title How would day-to-day IT decisions be made?  All GIA demand driven projects that have an IT component will only be launched if there is a business owner responsible for the project.  Once the GIA Enterprise Architecture (EA) is approved, all IT solutions must be compliant with it.  Ensure constituent centric approach and enhance collaboration with and between government entities.  To increase chances of adopting global best practices in IT solutions, GIA must negotiate and design IT solutions with vendors directly and then use trusted partners to deliver IT solutions.

Control – IT Principles 28 June Presentation Title How would day-to-day IT decisions be made?  All IT outsourcing decisions will only go forward with vendors meeting defined GIA standards of security, integrity and data protection. A mitigation plan has to be in place for all sourcing exercises.  When outsourcing, it must be to a UAE-based firm.  Adopt open source standards and solutions when support is available, and use dedicated infrastructure security devices to assure high level of security.  A minimum of 3-Tier architecture must be in all IT solutions.

Control – IT Financial Management 28 June Presentation Title  All IT projects are financed through the approved GIA annual budget.  The standard government financial and accounting auditing methods are used to control and audit the spending on IT projects.  The roll out of GIA Cloud Computing services to should be subject to the pricing model of each service.

Control – IT Financial Management 28 June Presentation Title  For each launched service, the achieved cross-government cost savings should be measured through Capital Expenditures (CapEx) and Operating Expenses (OpEx). This data should be used for the evaluation of the service take-up and for the planning for new features and new services.
