Social Services and Wellbeing (Wales) Act Goes live 6 April 2016 Distinctive statutory framework for Wales based on ‘Sustainable Social Services’ Provides clear framework and approach for ensuring the wellbeing of those in need of care and support 4 key principles: – People – Wellbeing – Prevention – Collaboration

Partnership and Collaboration Part 9 of the Act: Requires local authorities to make arrangements to promote cooperation with relevant partners in relation to those in need of care and support and to discharge social services functions Provides for partnership arrangements between local authorities, LHBs and others Provides Ministers with regulation making powers in relation to formal partnership arrangements, resources (including pooled funds) and partnership boards Is intended to improve outcomes and wellbeing of people and the efficiency and effectiveness of service delivery

Regional Partnership Boards Required in each of the LHB areas across Wales to promote and support partnership working Boards will be responsible for: – Responding to the population assessment carried out under section 14 of the Act – Ensuring the partnership bodies provide sufficient resources for the partnership arrangements in accordance with their powers under section 167 of the Act – Promoting the establishment of pooled funds where appropriate

Regional Partnership Boards – Ensuring that services and resources are used in the most effective and efficient way to improve outcomes for people in their region – Preparing an annual report for Welsh Ministers on the extent to which the board’s objectives have been achieved – Providing strategic leadership to ensure that information is shared and used effectively to improve the delivery of services, care and support, using technology and common systems to underpin this

Regional Partnership Boards – Prioritising the integration of services in relation to: Older people with complex needs and long term conditions, including dementia People with learning disabilities Carers, including young carers Integrated Family Support Services Children with complex needs due to disability or illness – Delivery of a pooled budget arrangement for care homes by April 2018

Population Assessment Required each electoral term, with the first assessment complete by April 2017 A joint assessment of the needs for care and support, and the support needs of carers in a local authority area Assessment of the extent to which those needs are being met Must identify the range and level of services needed to meet needs, including preventative services Identify how services will be delivered through the medium of Welsh Local authority area assessments aggregated to regional level Regional plans to address findings of the assessment

Responding to the other requirements West Wales Regional Partnership Board being established Will supersede existing collaborative arrangements for Mid and West Wales Membership being agreed, consolidating existing arrangements. Will include: – Senior representation from statutory agencies – Third and independent sectors, users and carers Partnership Plan will be developed, building on the outcomes of the current Regional Implementation Plan, including development of a preventative model for adult’s services, improving Information, Advice and Assistance services, promoting social enterprises, cooperatives, third sector and user-led services, integration of key services and pooling budgets Programme supported by Welsh Government’s Delivering Transformation Grant and Intermediate Care Fund First Annual Report on delivery April 2017

Opportunities Build on the strong regional foundations established to deliver sustainable change Engagement with citizens and communities through Population Assessment and other priority programmes Review and improve partnership structures to support development of shared strategy and focus on delivery Transitional funding from Welsh Government to support implementation of the Act’s requirements
