Copper is harmful to aquatic life. Even trace amounts of copper can affect a salmon’s ability to smell. Brakes are one of the largest sources of copper pollution, accounting for up to 50% of copper released in urban areas. Prior to the adoption of the Better Brakes Law, brakes released about 250,000 lbs. of copper per year in Washington State. Background – Copper

Goals, Purpose, and Process The purpose of the committee is to make recommendations to Ecology about the availability of copper-free brake friction materials. Ecology will take this recommendation and determine whether or not these materials are available. If Ecology finds they are available, we will draft a report to the legislature that documents this finding and the committee’s recommendations. (If they are not found to be available we will periodically reassess this finding) 8 years after the publication of this report, a ban on brakes containing more than 0.5% copper could become effective.

Goals, Purpose, and Process Brake friction material advisory committee—Members—Duties “The committee shall separately assess alternative brake friction material for passenger vehicles, light-duty vehicles, and heavy-duty vehicles. The committee shall make different recommendations to the department as to whether alternative brake friction material is available or unavailable for passenger vehicles, light-duty vehicles, and heavy-duty vehicles… The committee shall also consider appropriate exemptions including original equipment service and brake friction material manufactured prior to the dates specified in RCW The department shall consider the committee's recommendations and make a finding as to whether alternative brake friction material is available or unavailable.”

Workshop Format On our next call we will: Ask for input about the content of the workshop and discuss planning in more detail. At the workshop we will: Hear from industry experts and others on how implementation is going. We are seeking volunteers who would be willing to give minute presentations. Please contact Ian Wesley by Friday May 6. Have a guided discussion about the availability of copper-free brake friction materials and possible exemptions.

Voting Members A representative of the department who will chair the committee. The chief of the Washington state patrol or the chief's designee. A representative of manufacturers of brake friction material. A representative of manufacturers of motor vehicles. A representative of a nongovernmental organization concerned with motor vehicle safety. A representative of the national highway traffic safety administration. A representative of a nongovernmental organization concerned with the environment. Other people and groups are welcome to participate.

Proposed Decision Making Process We would like decisions to be made by consensus when possible. If a consensus cannot be reached among all workshop participants, we will seek a consensus among the chosen voting representatives from each group. If this group can not reach consensus, each voting representative shall vote. Ecology will record the vote and document the majority and minority opinions in the written report to the legislature.
