It is Australia's leading provider of rollingstock and associated maintenance services, with an increasing market presence in New Zealand and South East Asia. EDI Rail's capabilities include design, manufacture, refurbish, overhaul and maintain diesel electric locomotives, electric locomotives, electric and diesel multiple units, rail wagons, traction motors and rollingstock generally. Through the Walkers business (which manufactures rollingstock for EDI Rail), the division also provides specialist engineering manufacturing services, including milling equipment for the sugar industry, castings for the mining and mineral processing industries. Design of Accessible Public Transport Andrew Whitten Senior Mechanical Engineer, EDI Rail

July 2002 | Edi Rail Projects with Focus on Accessible Design  QR IMU120 (Airtrain)  Accessibility Upgrade of QR’s existing SMU and IMU fleets.  PTA of WA EMUs (PURD) (under construction)

July 2002 | Edi Rail  To use best endeavours to respect and promote the dignity and independence of all passengers within the constraints of running an effective and safe public transport service.  To meet the requirements of the Disability Standards for Accessible Public Transport (2002) as far as practicable. Disabled Access Design Aims

July 2002 | Edi Rail  Mobility Impaired  People dependant on mobility aids such as wheelchairs, electric scooters, walking frames, crutches, etc.  People with disfigurement or reduced use of the arms or hands, which often affects gripping capacity.  People with reduced range of movement, speed, stamina and agility such as the elderly, people with medical conditions, poor fitness, weight issues and pregnant women.  Visually Impaired – Ranging from vision or colour perception deficiencies to those totally blind.  Hearing Impaired – Ranging from those with partial loss of hearing, often dependant on hearing aids, to those totally deaf. Range of Disabilities Considered

July 2002 | Edi Rail Review of Accessible Features On Board Communication for People with Disabilities  Integrated VAS and PID using upper / lower case text.  Hearing Aid Loop.  Raised Tactile Controls and Signage with Braille Text  Passenger Emergency Call Stations at allocated spaces.  Audible and Visual Door Signals

July 2002 | Edi Rail Review of Accessible Features Access to the Carriage  Identifying the Access Point  Bridging the Platform Gap NO RAMP IS REQUIRED IF THE GAP IS LESS THAN : 15mm VERTICALLY 40mm HORIZONTALLY

July 2002 | Edi Rail  Try to keep vestibules clear through to priority seats and wheelchair spaces.  Contrasting Handrails for Mobility and Visually Impaired. At least 30% luminance contrast is desired with the background. Polished stainless steel handrails are not recommended. Review of Accessible Features Access Paths

July 2002 | Edi Rail Review of Accessible Features Toilet Module – QR IMUs  Power operated 800mm wide door.  Contrasting Door Surround.  Tactile sign and large illuminated occupied sign.  Tactile Door Control Buttons

July 2002 | Edi Rail Review of Accessible Features Toilet Module – QR IMUs  Seat contrasting with floor and bowl.  Fold Down Handrail  Tactile Door Lock Controls  Wall and Floor level PEIs  Automatic, hands free wash basin tap and dryer operation

July 2002 | Edi Rail Design Review Process 3D CAD Walkthroughs Full Scale Mock Ups with review by disabled consumer groups.

July 2002 | Edi Rail Innovations for the Future Flexibility Full Length Ceiling Rails PURD EMU Saloon Cross Section Full Length Wall Seat Rails

July 2002 | Edi Rail Other Benefactors of Accessible Design Other people apart from those with a recognised benefit from accessible facilities and design principals.  Parents carrying young children in prams.  People carrying luggage or shopping loads.  Bicycle riders who can take their bikes on board.

July 2002 | Edi Rail Design Limitations  Restricted wheelchair manoeuvring and passing space limited by the allowable outline gauge.  Provision of allocated wheelchair spaces reduces the total number of seated places by 10%. Minimise this by use of fold down seats giving 4 % reduction.  Only pre-programmed messages can be transmitted on the visual passenger information displays and special announcements can not be seen.  Background electrical noise can reduce the effectiveness of hearing aid loops. Need to identify zones of least interference.
