Reno Area / Rail-Transit Options March 24, 2016 Reno Area Rail-Transit Options by Lawrence Meeker HNTB Corporation Reno Area Rail-Transit Options by Lawrence Meeker HNTB Corporation Presented at the RTC Rail Forum Reno, Nevada March 24, 2016

Reno Area / Rail-Transit Options March 24, 2016 RAILROAD HISTORY Central Pacific RR 1868 –East-West Corridor V&T Railroad –South Corridor NCO Railway –North Corridor Reno Streetcars –Local Lines

Reno Area / Rail-Transit Options March 24, 2016 RAIL CORRIDORS East-West Corridor –CPRR / SP / UPRR Line –Generally parallel to I-80 –Built by CPRR 1868 as standard gauge –To SP circa 1885 –Double tracked –To UPRR 1996 –10-15 trains per day (including 2 AMTRAK) –Original ROW in Reno and downtown 400’ wide –Realigned by ReTRAC to 54’-wide trench

Reno Area / Rail-Transit Options March 24, 2016 RAIL CORRIDORS East-West Corridor –Westward to Truckee Double track, 100’ to 200’ (typical) ROW width Several industry spurs south of mainlines –Eastward to Fernley Single track (east of Sparks), 100’ to 200’ ROW width 5 bridges across the Truckee River Realignments over various segments Sparks yard and many spurs north and south of mainline 15 track miles from Reno DT to TRIC Current speed limit 30 to 70 mph

Reno Area / Rail-Transit Options March 24, 2016 RAIL CORRIDORS South Corridor –Virginia & Truckee (V&T) RR Line –South from Reno Generally parallel to Holcomb Ave., VA St. & US-395 –Built by V&T as standard gauge Single track, 50’ wide (typical) ROW –Abandoned and dismantled 1950 ROW may now be parts of Reno and NDOT roadways

Reno Area / Rail-Transit Options March 24, 2016 RAIL CORRIDORS North Corridor –NCO / WP / UPRR Line (to UPRR 1984) –North from Reno Generally parallel to US-395 –Built by NCO Ry as narrow gauge –To WP 1918 and realigned through Stead area Single track, 200’ wide (typical) ROW Former yard along Parr Boulevard Several industry spurs between Reno and Stead 15 track miles from Reno to Stead area (10 to 25 mph) –Two freight trains / day (1 round trip), 0 passenger

Reno Area / Rail-Transit Options March 24, 2016 RAIL CORRIDORS Reno-Sparks Streetcars Lines –Nevada Transit and Reno Traction Companies –East-West Line Reno downtown east to Sparks / SP Rail Yards Generally along 4 th Street and Prater Way –North-South Lines UNR south to Moana Lane Generally along Virginia and Plumas Streets –Electric power, passenger only (no freight) –Built as standard gauge; 11 miles of track –Abandoned and dismantled

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Preserve Remaining Corridors –ROW can be an expensive component of new lines –Design alignments for future curves and speeds BRT to Streetcar to LRT –Design to accommodate future system updates Station platforms Comparison CR Options –Utah Transit Authority, Ogden to Provo Adjacent but separate track (UTA owned) –Capitol Corridor JPA, Auburn to San Jose Shared double track

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Utah Transit Authority (UTA) Comparison –Serves 2.4M metro. population (2.0M when built) –88 miles-CR, 45 miles-LRT, 2 miles-streetcar –$275M annual budget in 2010 ($175 for operations) –Fare recovery about 20% Balance now covered mostly by sales tax –Much of initial line construction paid by feds

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Safety Aspects-Positive Train Control (PTC) –Mandated by Congress in 2008 –On schedule for full implementation by 2020 –Technology designed to prevent: Train-to-train collisions; Derailments caused by excessive speed; and Train movements onto incorrect tracks –Safety features include: Locomotive monitors; Wayside (trackside) monitor; and Central office system monitor

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Keys Issues with Corridors –East-West UPRR Corridor Most adjacent property privately-owned UPRR negotiations critical Share tracks or construct parallel Single track east of Sparks, and west of Truckee Cutting off or switching across UPRR spur tracks –Active and inactive Sparks yard logistics and/or relocation Station and terminal facilities (Reno, Sparks, TRIC)

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Keys Issues with Corridors –North UPRR Corridor UPRR negotiations critical Shared tracks a logical option Single track only, but limited traffic Freight train interference during spur track switching Sparks yard logistics and/or relocation Station and terminal facilities (Reno, Stead) Reverse move required into Reno Low speed limit of existing line

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Keys Issues with Corridors –South Corridor Lines abandoned 1950 ROW absorbed by City of Reno and/or NDOT Logical option to build in or parallel to Virginia Street Grade crossings and/or rough topography south of Mt. Rose Highway

Reno Area / Rail-Transit Options March 24, 2016 FUTURE TRANSIT OPTIONS Keys Issues with Corridors –Streetcar or LRT Dedicated ROW or shared use (with automobiles) Traffic signal preemption and coordination
