Some procedures operated by women sometimes fail because they have been designed to be operated by men. The importance of women participation, holistic approaches and gender sensitivity in planning an design of procedure cannot be overstated. Women empowerment refers to increasing the spiritual, social or economic strength of women, if often involves the empowered developing confidence in their own capacities.

Control Control is the level of empowerment when women have taken action so that there is gender equality in decisions making over access to resources

1.The 73 rd and 74 th amendments(1993) to the constitution of India have provided for reservation of seats in the local bodies of panchayats and municipalities for women, laying a strong foundation for their participation in decision making at the local levels. 2.India also ratified various international conventions and human rights instruments committing to secure equal rights for women.
