Recent TEA Correspondence: Travel and Mileage Reimbursement The Comptroller published the travel and mileage reimbursement rates Effective through August 31, 2016, as listed below: Automobile mileage reimbursement rate is 54 cents per mile. Lodging reimbursement rate is up to $85 a night for in-state travel to areas not listed on the federal per diem rate map.federal per diem rate map Lodging reimbursement rate is up to $89 a night for out-of-state travel to areas not listed on the federal per diem rate map.federal per diem rate map Meal reimbursement rate for overnight travel is up to $51 per day for travel to areas not listed on the federal per diem rate map.federal per diem rate map Meal reimbursement rate for non-overnight travel is up to $36. The mileage, lodging, and meal reimbursement rates published by the comptroller apply to all grants funded by the Texas Education Agency for individuals on travel status.

Recent TEA Correspondence: Technology Deadlines and Updates E-Rate Filing FCC Form 470 and Form 471 must be submitted electronically Through the Universal Service Administrative Company’s (USAC’s) new online system USAC’s online window is open till midnight April 29, 2016, now May 26, FCC has placed an emphasis on WiFi funding Allows for funding at $150 (pre-discount) per student for WiFi connectivity over a five year period Program rules change now allows for school district self- construction of fiber-based networks

Recent TEA Correspondence: Technology Deadlines and Updates Technology Plans Technology plans are no longer required for E-rate purposes Important that districts have current technology plans on file May help with eligibility for potential future funding opportunities that do require a plan Encouraged to maintain technology plans Submit them through TEA’s online ePlan system A formal submission process requiring review and approval at the regional and state level is no longer required.

Recent TEA Correspondence: 2016– 2017 Optional Flexible School Day Program (OFSDP) A District must submit an application to participate in the OFSDP The application requires the following information: 1) implementation plan description, 2) staff plans, 3) schedules, and 4) student attendance accounting security procedures and documentation.

Recent TEA Correspondence: 2016– 2017 Optional Flexible Year Program (OFYP) Your school district or charter school may modify its instructional calendar for up to 4,200 minutes The application requires the following information: 1) a completed 2016–2017 application, 2) a modified 2016–2017 instructional calendar, and 3) a letter describing the proposed modifications to the instructional calendar that includes a description of the OFYP.

Recent TEA Correspondence: Maintenance of Effort April release of 2014–2015 preliminary IDEA-B LEA MOE Compliance Reviews LEA’s identify a primary contact for communications regarding 2014–2015 IDEA-B LEA MOE TEA anticipates releasing final IDEA-B LEA MOE determinations in May 2016.

Recent TEA Correspondence: Every Student Succeeds Act New legislation does not impact any requirements or reports for the school year, nor does it change any current state statutes or requirements NCLB Consolidated Grant Application under new legislation Will take effect for formula grant programs for the grant year There will be few changes to your current NCLB Consolidated Grant Application for the Extensive changes to the application for the grant year Grant formulas for allocating entitlements, federal program plans, and federal requirements that are currently in place will remain for the school year as well.

Update: House Bill 2610 Updated House Bill 2610 Frequently Asked Questions – February 9 Includes information on waivers Instructional minutes excludes includes intermission and recess (See #6 of FAQ at tea.texas.gov/WorkArea/DownloadAsset.aspx?id= )tea.texas.gov/WorkArea/DownloadAsset.aspx?id= Previously granted waivers are in effect for Encourages LEAs to include additional minutes in adopted calendar: to account for bad weather or other missed school days related to health and safety concerns Schools’ calendars should equal at least 75,600 minutes including minutes waived for early release Staff development waiver is required if instructional day is less than 420 minutes unless the 75,600 minute requirement is met without the waiver

Update: House Bill 2610 Extra minutes Monday through Thursday with early release every Friday: Subject to the 7 hour day requirement (420 minutes) of TEC, § Requires a waiver TEA will not grant more than six days of early release waivers per school year. Prekindergarten (an a.m. and a p.m. group) Each half-day prekindergarten group must have 37,800 minutes 210 minutes per day May apply for a waiver of the requirement for the 2016–2017 school year TEA will grant a one-time waiver for the 2016–2017 school year for AEP, DAEP, and charter schools that offer less than 420 minutes per school day
