5 COPC AI Modifications to IEMCO sent to center reps on 18 Feb with questions: What level of collaboration and coordination is desired for mesoscale and ensemble atmospheric modeling between the centers? What is the desired “post-processing” role for AFWA in the national unified global ensemble? Who should develop and own common software, and how will the research community be entrained into its development? No responses received (some internal discussion at AFWA)

Full IEMCO to center reps What level of collaboration and coordination is desired for mesoscale and ensemble atmospheric modeling between the centers? Status: Current development tracks and resource allocations are divergent. Challenge: Meaningful collaboration usually requires sacrifices to center missions to meet priorities of partner centers. Significant and frequent senior leadership involvement would be required to see these collaborations through to the finish. Recommend: Re-focus on setting up robust mechanisms/processes to leverage output created at other centers as opposed to domain alignment. What is the desired “post-processing” role for AFWA in the national unified global ensemble? Status: Derived datasets and products are the current global ensemble focus at AFWA; appears to meet many FNMOC needs for post-processing but NCEP wants more extensive methods. Challenge: Centers have their own methods and expertise for tailoring output to meet their specific missions. Re-creating at AFWA would require increased resources and development of in-house expertise. Recommend: AFWA provides derived global ensemble datasets to NCEP for community dissemination as part of the national unified ensemble, and contributes methodologies into community software. Who should develop and own common software, and how will the research community be entrained into its development? Status: NCEP/AFWA currently working with NCAR on derived and statistical post-processing; FNMOC/NAVO involvement limited due to reservations with NCAR being involved in something so close to operations. Challenge: Centers disagree on wisdom of working with quasi-government agencies like NCAR. Recommend: NCEP codifies role as the official government owner of the software, FNMOC/NAVO works with NCEP on desired changes, NCAR liaisons with the community and filters back to NCEP. 8
