Defense Travel Management Office Office of the Under Secretary of Defense (Personnel and Readiness) U.S. Government Rental Car Program Overview Program administered by the Defense Travel Management Office (DTMO) through an agreement Open to all government employees, including the U.S. Postal Service, traveling on official business and authorized a rental car Offers quality rentals through sixteen rental car companies at over 10,000 world-wide locations To qualify for program benefits, travelers must be on official travel and book the government rate 2

Defense Travel Management Office Office of the Under Secretary of Defense (Personnel and Readiness) Program Management Review In 2012, DTMO initiated a study through an independent vendor to review the U.S. Government Rental Car Program –Results indicated that flexible pricing competitive model was beneficial to government Government rates 30% below corporate benchmarks Competition drives cost –Data showed airports with 5 or more vendors have lowest costs for government rates Ceiling rates –Maximum cap on rates rental car companies allowed to charge –97% of the time government rates are below ceiling rates –Study recommended increased stakeholder engagement 4
