A ACTRAV/ITC-ILO Course Trade Union Training on Capacity Building for Promoting Decent Work Course Orientation

Aims of the Orientation Session  To explain the objectives and expected outcomes of the course.  To review and confirm the course programme (timetable)

Course Objectives Development Objective:  Contribute to trade unions’ effective participation in the design, implementation, monitoring and evaluation of the DWCPs with a view to ensuring that they are able to influence this process in favour of workers Immediate Objectives:  Describe the trade union strategy for promoting decent work underpinned by the Workers’ Group priorities;  Explain the youth employment crisis: contributing factors, challenges and consequences of inaction;

Continues…  Identify pathways for achieving Decent Work for young people in Africa and Latin America;  Describe the ILO’s instruments for employment promotion, fundamental rights, freedom of association and collective bargaining;  Analyse the global wage trend and the role of collective bargaining in shaping wage policies;  Develop a gender oriented, low-carbon economy and results-based agenda for better DWCP outcomes.  Prepare Action Plans for the implementation at national or local level that is aimed at contributing to the technical and/or organisational strengthening of their trade unions in the area of DWCP.

Expected Outcomes  Incremental intellectual fund on the on-going DWCPs in Africa and Latin America.  Proposed trade union policies and strategies for achieving the goals of the DWA in favour of young workers in Africa and Latin America.  Creation of an expanded trade union Network to facilitate South-South Cooperation and the exchange of experiences and sharing of information about DWCPs.

Course Structure and Contents The course will comprise the following sessions:  Union Strategy for Promoting Decent Work: Workers’ Group Priorities;  Youth Employment Crisis: contributing factors, challenges, consequences;  Panel Discussion on South-South Cooperation;  Promoting Rights of Young Workers in Africa;  Pathways to Achieving Decent Work for Young Workers in Africa;

Continues…  Decent Work Cube Implementation Focusing on Youth Employment;  The ILO Instruments for Employment Promotion;  Relevance of Fundamental Principles and Rights at Work in Employment Promotion;  ILS on Freedom of Association and Collective Bargaining: An Overview;  Decent Work Country Programme;  The Gender Dimension in the DWA and the DWCP

Continues…  Macroeconomic Framework and Employment Creation;  Towards Decent Work in a Sustainable Low-Carbon World;  Decent Work for Domestic Workers: ILO Convention No. 189 and ILO Recommendation 201;  Global Wage Trends and the role of Collective Bargaining in shaping Wage Policies – Challenges and Opportunities;  Linking Migrant Workers’ Priorities with ILO’s Decent Work Agenda

Continues…  Sharing in the gains: strategies for collective bargaining;  Negotiating Skills and Techniques for Effective Collective Bargaining;  Social Protection Floor Initiatives;  Social Dialogue: a vital tool for the DWCP processes;  Trade Unions and Decent Work Country Programme – identifying workers’ priorities;  The Logical Framework Approach and the Writing of Proposals;  Preparation of follow up Action Plan;  Evaluation of the course.

Methodology  The training course aims to be participatory and will involve group work.  Therefore be active and participative in all activities throughout the course.  We respect and value participants’ contributions which would not only inform everyone but also enable all to profit from the diversity within the group in terms of professional background and expereince.  Feedback is welcome on a daily basis.
