Break-out group 2: Links between disaster risk reduction (DRR) and climate change adaptation (CCA) Sergio Castellari, Blaz Kurnik European Environment Agency, Copenhagen 10 th EIOENT Workshop, June 14, 2016, EEA, Copenhagen (Denmark)

Need of synergies between CCA and DDR DRR does not consider always any future changes in occurrence of extreme events, DRR includes also other not climate related hazards, CCA addresses climate change and changes in extreme events, but focuses mainly on prevention and protection, while DRR focuses on full cycle. Risk assessments are common for both CCA and DRR. At the present integration seems working only for floods. Local level policies and practices?

Benefits of integration CCA and DRR provide a range of complementary approaches for managing risks of climate and weather extremes DRR: RISK Two sides of the same coin CCA: RISK

New 2017 EEA CCA/DRR report “Climate change adaptation and disaster risk reduction in Europe - Synergies for the knowledge base and policies” to be published in June/July 2017 Main responsibles: o EEA: Sergio Castellari, Blaz Kurnik, Andre Jol o ETC/CCA. Jaroslav Mysiak, Rob Swart, Reimund Schwarze, Patrick Pringle, Paul van der Linden o ETC/ICM: Ad Jeuken, Henk Wolters

Main objectives To facilitate a better awareness and communication To explore potential synergies between DRR and CCA – (knowledge base, policy developments and implementation) To describe trends and projections of selected extremes To describe economical losses from weather and climate related disasters. To address case studies of successful solution and good practices

Draft outline Chapter 2: Overview of the policies and practices Chapter 3: Assessment of weather and climate related extreme events (hazards) in Europe (based on previous EEA reports) Chapter 4: Impacts and risks of hazards on different sectors in Europe (human health, ecosystems, and socio-economic sectors) Chapter 5: Filling the gaps - successful cases and solutions

1.How is CCA currently integrated in the existing national and subnational DRR plans, national risk assessments and relevant actions in your country ( e.g. flood management, forest fire protection, drought management, heat waves planning and storm emergency planning )? 2.What are in your opinion examples of good practices of integration and/or synergy of CCA and DRR in your country? Both national and subnational examples (links and references) of organizational and implementation practices are welcome. 3.What specific topics could the EEA 2017 CCA/DRR report cover in order to support the respective activities at national or subnational level in your country? Feb. – March 2016: EIONET survey (3 questions)

EIONET survey: responses 1)Reply by 22 EEA member states (out of 33). 2)Involvement of different institutions from the respective country. 3)Many countries sent additional material, like examples and case studies 4)Seven counties have also participated at expert meeting April.

EIONET survey: preliminary results State DRR and hazard risk assessment and management are integrated into National Climate Adaptation Strategies. Many countries have been developing also early warning systems, which include climate and weather related events. CCA and DRR communities collaborate and cooperate at different levels, for example across agencies, sectors and administrative borders, and also include the partnerships (and networks and fora) with private sector entities, civil society and academia. Floods and heat waves risk management often referred to as best practice examples. Wind storms in northern countries and forest fires and droughts in Mediterranean region. Suggestions (more than 50 suggestions) to include examples (case studies) from countries and outcomes from the past or ongoing (international) research and innovation projects. to identify of the most beneficial and effective solutions (for both DRR and CCA). To include examples of measures assessed against their respective cost-benefits ratio.

April 2016: Expert Workshop April 2016: Expert Workshop “Climate change adaptation and disaster risk reduction - policies and practices - at EU and national level” Examine main EU, national, and sub-national policies on CCA and DRR, Explore approaches and good practices in linking CCA and DRR at national and subnational level, Explore the similarities and differences across countries and sectors, Facilitate learning and knowledge sharing, as well as identify major challenges in establishing effective linkages between CCA and DRR at national and sub-national level.

Questions Question 1: CCA/DRR Integration Which is the added value to have efficient integration of CCA and DRR? Such as existing national and subnational DRR plans/actions (e.g. flood management, forest fire protection, drought management, heat waves planning and storm emergency planning)? Question 2: Climate-ADAPT and DRMKC How do you see the role of Climate-ADAPT platform for enhancing the knowledge base, policy and practises on CCA/DRR integration? How do you the relation of Climate-ADAPT to the recent DRMKC initiative ( Question 4: Views on new EEA 2017 CCA/DRR report What specific topics could the EEA 2017 CCA/DRR report cover in order to support the respective activities at national or subnational level in your country?

The DRMKC (DRM Knowledge Center) is a new EC initiative on better knowledge and competence management for sounder EU policy making. It is managed from JRC. DRMKC: Enhancing the Knowledge base to support Disaster Risk Management
