Objectives of the presentation 1.Address key aspects of the Free State PSDF: Meaning and functions of the PSDF Fundamental principles Overarching planning context Spatial planning model 2.Summarise the broad process to be followed 3.Create a spirit of partnership and co-operation

Introduction to the PSDF project National Minister of DRDLR in terms of legal mandate commissioned drafting of PSDF in collaboration with Department of the Premier and Free State COGTA. Premier of the Free State endorsed the PSDF project on 16 Nov FOHOD approved PSDF process on 26 November DRDLR facilitated procurement process in collaboration with Department of the Premier and COGTA to appoint a service provider.

What is the Free State PSDF ?? Spatial and strategic supplement to the FSGDS with specific reference to the Provincial Strategic Growth and Development Pillars. Provincial spatial and strategic planning policy that gives effect to all applicable contextual directives and traditional local knowledge in a defined place and enables integrated spatial planning at all spheres of government. Spatial and strategic directive that indicates: -What type of land-use should be undertaken at any particular location. -How such land-use should be undertaken. -Who should undertake or facilitate such land-use.

Fundamental principles Long-term viability of economic activities depends on the sustainability of the resource base and the supporting environment. Resource use can only be sustainable if the ethic of environmental care applies at all applicable levels. Sustainability to be enabled through sustainable development, i.e. development that promotes human-well-being and environmental integrity through efficient use of resources (capital).

SPCs and Municipal Sub-Categories  Provincial SPC plan is to serve as a basis for detailed designation at the district and local level in accordance with defined Sub-Categories.  Municipalities are allowed to adapt the Sub-Categories to cater for local, site-specific circumstances  Include all land zonings that are provided for under the existing zoning scheme regulations.

Linked together by SPISYS SPISYS is an information system comprising integrated components for collecting, storing and processing data and for delivering information, knowledge and digital products. Combines hardware, software, infrastructure and trained personnel organised to facilitate effective land-use planning through implementation of the SPCs and Sub- Categories. Standardises spatial data to promote use of spatial information for end-users. Broad process to be followed Phase 1 Introductory aspects and guidelines for the use of the PSDF, its status, a vision and supporting goals and objectives, the planning approach adopted, and imperatives for efficient implementation. (Complete 12 Dec 2012) Phase 2 Synopsis of the key characteristics and inherent capital of the Free State and a summary of focal aspects to be addressed in Section C. (Complete 15 Match 2013) Phase 3 & 4 A spatial vision and directives, policy guidelines and implementation strategies for the focal aspects cited in Section B. Section C also addresses the priority PGDS interventions and projects. User’s ‘toolkits’, which serve as a manual for the implementation of the PSDF. (Complete 31 July 2013) Phase 5 Draft SDF (Complete 30 Sep 2013) Phase 6 Final SDF Submit to MEC COGTA - 31 Oct 2013 On-going collaboration with key stakeholders 1 st Public Consultation 2 nd Public Consultation Phases will be integrated and inter-aligned and will be subject to continual improvement as the planning process enfolds
