NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Eligibility (Appendix A) A “high-need local educational agency” : –Has a high number (6000) or percentage (15%) of children in poverty and –Has one or more SINI or corrective action schools or –Has a substantial need for assistance in acquiring and using technology (.28)

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Eligible local partnerships MUST include at least one eligible LEA and one or more of the following: –An LEA with experiences & success in technology integration, –Higher education institution –for-profit business or organization –Not-for-profit business or organization and may include: Other other local educational agencies, educational service agencies, libraries, or other educational entities appropriate to provide local programs.

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Grant Award Ranges and Duration Three and a half year program Budget summaries submitted for 3 ½ year period Budget narrative with detail on staffing, PD, and equipment Grants to be renewed yearly contingent upon availability of federal funds, completion of annual performance report, and satisfactory program review Minimum of $100,000 up to $6,000,000/ year Range based on the number of students in poverty in high need eligible LEA

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Grant Usage (PD, Administrative Use, Evaluation) 25 % minimum for professional development (high quality, in-depth, sustained and evidence-based) Administrative costs should be appropriate for services being proposed Costs for evaluation of project should be sufficient to provide all data needs for local purposes and State reporting

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Non-public School Participation Eligible LEA applicants must: Engage in “timely and meaningful consultation” with appropriate private school officials during the design and development of their applications –All non-public school(s) within the area served by the high-need LEA –Consultation must continue throughout the implementation of the program

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Accountability Each grantee will be required to develop “process and accountability measures” to evaluate: –(1) integration of technology into curricula and instruction; –(2) increased ability of teachers to teach; and –(3) students ability to meet challenging State standards

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Review of Applications (To be accepted for review, read and considered for funding): –Submitted by eligible local entities that have a technology plan consistent with the New York State Technology Plan  Engaged in meaningful consultation with private school officials  Submit proposed budgets within the appropriate funding range  Required 25% for professional development identified (or have a waiver request approved or pending with NYSED)  Include all required forms, narratives, and assurances with appropriate signatures

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Rating of Applications Rated by at least two reviewers “Pass or fail” on scope and quality as per NCLB IID purposes If “fail”- not considered for funding If “pass”- scores from reviews averaged (minimum of 75) Proposals receiving 75 or higher ranked highest to lowest within four geographical groups

NCLB Title II D Enhancing Education Through Technology Competitive Grant Program Awarding of Funds Awards made in rank order according to the following subgroups within a group: 1. First to high-need LEA’s receiving insufficient IID Formula* 2. Second to proposals targeting SINI and focus on improvement in PreK-12 mathematics and ELA (early literacy)* 3. Third to proposals focusing on improvement in PreK-12 mathematics and ELA (early literacy)*, and 4. Last to all remaining applicants* * Until funds are fully allocated
