Principles Policy development : focusing on Governance and the relationship between the ‘executive’ and ‘policy makers Leadership, competency and climate analysis leadership is best learned in partnership with leaders drawn from a wide range of backgrounds, including local government Organisational development utilising the expertise in the wider managerial community, such as TQM, law, accountancy and HR The wider managerial context: providing access to the full range of development programmes available within the public, private and voluntary sector, such as the IOD and Chamber of Commerce Establishing a Governing Body creating IEBs and new Governing Bodies, reviewing and attracting new Governors
