UIC ERTMS CONFERENCE 2006 – BUDAPEST n° 7 Operational interoperability through ERTMS 5 th April 2006 IN PARALLEL To take into account the register of potential safety hazards => Analysis of the impact of the national rules by the ERA NSA Focus group Different national environments: Examination of the system: Preparation of the drivers’ documentation: To observe the system from a global point of view => organisation of the feedback with the representatives of the operational field To concentrate on the application documents => preparation of the guideline for the driver’s rulebook with EIM, CER and ERFA

UIC ERTMS CONFERENCE 2006 – BUDAPEST n° 8 Operational interoperability through ERTMS 5 th April 2006 THE NATIONAL RULES “Some of the safety recommendations concern the area of responsibility of national operating rules or engineering application rules for the ERTMS system. It is recommended that some means should be found to make those responsible for these aspects of system operation or application design aware of these recommendations.” These recommendations will be formally examined by the NSA WG. Extract of the conclusion contained in the Register of Potential Safety Hazards: The way to take this recommendation into account:

UIC ERTMS CONFERENCE 2006 – BUDAPEST n° 9 Operational interoperability through ERTMS 5 th April 2006 THE FEEDBACK Collecting for both ETCS and GSM-R: l Functional aspects l National choices of implementation l Ergonomics aspects l Documentation (including training) l Rules l Written orders l General description of the line l Detailed information Make use of this information: l Analyse of the collected information l Decision

UIC ERTMS CONFERENCE 2006 – BUDAPEST n° 10 Operational interoperability through ERTMS 5 th April 2006 THE DRIVER’S RULEBOOK the driver must have a knowledge covering the following aspects: l Staff safety and security l Signalling and Control Command l Train operation including degraded mode l Traction and rolling stock l Incidents and accidents The OPE TSI requests the Railway Undertakings to prepare a single application document for their drivers. In front of the many difficulties they will have to face out a guideline for the preparation of a driver’s rulebook will be prepared based on real services in Europe. The way to deliver good quality documents: To carry out his/her duties:
