What is PES? A collaboration between Daventry District Council and Northampton Borough Council to Procure Environment Services

Aims & Objectives By means of a Competitive Dialogue procurement competition: To determine how best the service can be delivered whilst taking into account future requirements To identify service efficiencies & improvements To generate financial savings

The need for change Need for continuous improvement – recycling/composting rate top quartile but others reaching 50% High costs compared with benchmarking group To deliver the outstanding recommendations from the Best Value Reviews 2003, 2005 and the Environment ( Waste, Street Scene and Sustainability) Audit Commission inspection of 2007

The need for change Increasing pressure on local government to deliver significantly better services at lower costs. The Council is facing significant cost pressures. The service is required to meet the target to reduce base budgets by 15% Identify savings as part of the CSR07 targets ; These issues were identified in detail at a member presentation on 13 th November 2008 

Decision Making In July 2009, Council agreed to undertake a full market testing exercise to determine the most cost effective and efficient way to deliver Street Scene Services and gave a commitment, in principle, to implement the eventual findings of the market testing exercise
