© Western Cape Government 2012 | Defining Transformation 2 WCG-PPT Slide Gallery pptx Transformation is a conscious, deliberate, planned and goal-directed process of fundamentally restructuring the very conditions that have in the past led to the deliberate exclusion of the majority of our people from meaningful participation in most sports. As such, transformation has at its core, issues such as the demographic representivity of teams and sports governing bodies, the equitable allocation of resources to historically-excluded communities and the role of sport in building a new patriotism and a democratic South Africa.

Lack of club infrastructure in former African and Indian areas. Growth and Development Demography of Membership : Strong prevalence of White and Coloured members on the executive committees. On disability : This is an area where the majority of organisations indicated they do not have programmes in place. Representative teams : The 1 st team has stronger White and Coloured than Black African representation. Changing mindsets : The majority do not have programme in place to change mindsets or attitudes. History of the sport : There were indications that a minority of organisations focus on this area. On Youth : Most organisations have a Youth or Junior section, but do not have persons under 28 on their executive committees Events policy: Community education programmes: 22 organisations surveyed have such a programme.

On gender streaming: There was a strong indication of organisations having programmes in place to promote the participation of women and girls in sport. However, just over half of the organisations surveyed reported having programmes in place to build the leadership capacity of women. Practice of democracy in the organisation: On the whole the results indicate a healthy level of democracy in the organisations surveyed. Professionalism of the organisation: A number of organisations have various strategies in place but many do not have office infrastructure. Development and excellence: There were indications in the organisations surveyed, of the elite teams winning national and regional competitions, as well as participating in international events. Education and training:

Definition of Transformation To make the sport of cycling accessible to previously disadvantaged communities, who do not have a heritage in cycling, so that they may participate in the sport, on an equal footing, with equal opportunity, up to the highest level. Definition of Development The recruitment, education and development of a cyclist from any population group, within all communities in such a manner as to grow the sport of cycling from grass roots to elite level with special emphasis being placed on the development of cyclists from previously disadvantaged communities.

When our Constitution took root a decade ago our society was deeply divided, vastly unequal and uncaring of human worth. Many of these stark social and economic disparities will persist for a long time to come. In effect, the commitment of the preamble is to restore and protect equal work of everyone; to heal the divisions of the past and to establish a caring and socially just society. In explicit terms, the Constitution commits our society to ‘improve the quality of the life of all citizens and free the potential of each person’.” 6

The preamble further enjoins us to: “ improve the quality of life of all citizens and free the potential of each person; and build a united and democratic South Africa to take its rightful place as a sovereign state in the family of nations ”.

This section sets out the following: “9(1) Everyone is equal before the law and has the right to equal protection and benefit of the law. (2) Equality includes the full and equal enjoyment of all rights and freedoms. To promote the achievement of equality, legislative and other measures designed to protect or advance persons, or categories of persons, disadvantaged by unfair discrimination may be taken. (3) The State may not unfairly discriminate directly or indirectly against anyone on one or more grounds, including race, gender, sex, pregnancy, marital status, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture, language and birth. (4) No person may unfairly discriminate directly or indirectly against anyone on one or more grounds in terms of subsection (3). National legislation must be enacted to prevent or prohibit unfair discrimination. (5) Discrimination on one or more of the grounds listed in subsection (3) is unfair unless it is established that the discrimination is fair.”
