3 European Citizens’ Initiative - OCS context Treaty of Lisbon  Not less than one million citizens who are nationals of a significant number of Member States may take the initiative of inviting the EC to submit any appropriate proposal Regulation (EU) 211/2011  By 1 January 2012, the Commission shall set up and thereafter shall maintain open-source software incorporating the relevant technical and security features Regulation (EU) 1179/2011  technical and organisational measures
