ABOUT THE NCN 9

GENERAL INFORMATION The National Science Centre (NCN) is a government executive agency set up to fund basic research. Basic research is original experimental or theoretical research work that strives to expand knowledge of the fundamentals of phenomena and observable facts. It is not intended to have any direct commercial application or use. NCN regularly publishes calls for proposals for research projects, fellowships and post doctoral internships. Each researcher, regardless of their age, expertise, degree and field of study, will find a scheme that matches their needs among the NCN’s calls. NCN monitors the progress of research projects financed under its funding schemes. 10

ORGANISATION NCN COUNCIL is a policy body consisting of 24 distinguished researchers selected from candidates appointed by Polish scientific institutions. The Council sets priority areas in basic research, decides on the type of programmes, specifies call regulation and selects members of the Expert Teams who are responsible for research proposal evaluations. NCN DIRECTOR is responsible for financial management as well as correct and efficient completion of NCN tasks. The Director is in charge of international cooperation and acts as a legal representative on behalf of the Centre. 12

ORGANISATION NCN OFFICE is responsible for processing calls for proposals and organising meetings for experts at the peer review evaluation stage. The Office provides suport to the applicants and answers their queries and handles the administrative and financial affairs of the NCN. NCN COORDINATORS are scientific officers responsible for organising and conducting calls for proposals for research projects. Their responsibilities also include evaluation of the impartiality of the peer review process. Coordinators work within NCN three units: Arts, Humanities and Social Sciences, Life Sciences, and Physical Sciences and Engineering. They are selected by the NCN Council and must have at least a PhD. 13

16 EARLY CAREER RESEARCHERS High on the list of NCN duties is to support the growth of researchers at the pre-doctoral and doctoral level. The NCN earmarks no less than 20% of its overall funding for this purpose. Half of all proposals awarded funding were granted to young researchers. of the overall funding grant under NCN calls concluded in 2015 was allocated to research projects, internships and scholarships of young researchers of all proposals awarded funding in 2015 were submitted by young researchers below 35 years of age. 25

PROPOSAL EVALUATION PROCESS 19

PROPOSAL EVALUATION 20 In order to select the very best proposals, the NCN employs an evaluation procedure based on a two-stage peer review procedure. The NCN Council adopted a general rule of taking into account, in carefully considered proportion, both the quality of the proposal and the achievements of the researchers. The evaluation procedure starts with an admissibility and eligibility check performed by the NCN Coordinators which covers assessing the proposal for completeness and accuracy of submission. The projects are afterwards peer reviewed by members of the NCN Expert Teams and consists of two stages.

PROPOSAL EVALUATION 21 STAGE ONE The proposals are evaluated by reviewers grouped in NCN expert teams appointed for each call. During a panel meeting each proposal undergoes preliminary evaluation and is either recjected or accepted for the second stage of evaluation, based on the result of peer review performed earlier by two members ot the expert meeting. STAGE TWO Proposals accepted in the first phase undergo further evaluation by external experts, both Polish and foreign. Based on those evaluations the expert panels make final decisions on financing chosen projects. Most of the accepted proposals will be directed to foreign experts who are chosen following the recommendations of the members of the expert teams.
