Landscape cluster project (SELS) Roel Jongeneel & Martijn van der Heide (LEI/WUR/AEP - The Hague, Wageningen, Netherlands) 21 September 2009, Room 4.19

Aim & background Observation I (SELS-team): Landscape theme needs to be better addressed Observation II (LEI): How do we address the landscape-issue? What has been achieved / what should be done? What about policy agenda (national, EU, …) SWOT of the social-economic research on landscape Conclusions, lessons and Research Agenda

Project elements What is in a name? definitions, basic concepts Literature review: issues, state of art Economics: apply lessons from economics of art and culture to landscape phenomenon Policy: landscape and CAP Consumer: participation, perception Data: which?, availability? Research agenda (summary chapter)

What is in a name? (roel & martijn) Definition of landscape Scale, unity Typology Aspects and functions Demarcation / delineation (biodiv)

Literature review (roel, martijn, suzie) Aspects / issues covered: Definitions of landscape & evaluation Typology (LS-ecology, human perception) Aesthetics / perception Landscape services & functions Landscape and land use Policy documents (UN, EU, NL)

Economics (roel, henk, …) Observation landscapes can be an aesthetic, touching, memorable and mind provoking experience this is similar to the experience of culture and art What type of good is landscape? Often non-rival, non-excludable positive externality Cultural good, elitist consumption, memory, education Comparable to autographic art, non-reproducible Care, conservation, maintenance, Baumols disease Policy/modelling

Common Agricultural Policy (Cees) Aim How taken into account in CAP? What possibilities to do more/less/better? What is optimal scale of governance (subsidiarity) Developments Market & price policy (Pillar 1) Rural policy (Pillar 2) Policies for rural areas/regions (structural policies)

Common Agricultural Policy Some selected results No explicit treatment; but policy significantly impacted on landscape No objective, but there is Convention Different MS have organized things differently New task for CAP: pros and cons Results: emphasize on adding side conditions and conservation rather than development; 2 nd pillar extensions might be possible

Consumer issues (greet & martijn) Themes: valuation and involvement (stakeholder) Better understanding of demand/interests in relation to alternative management approaches (arranging local involvement) analyze the awareness, involvement, consumption and contribution of citizens regarding the landscape. Explore theories about distance and marketing Data analysis is based on a survey among citizens in and around three designated peri-urban areas in the Netherlands Results: Attention for local landscape arrangements increases the involvement of citizens. More attention for communication of the landscape and financing constructions is required from the perspective of the users, particularly for urban citizens outside the areas.

Data (Nico, Tom?) Has to be developed, some preliminary work has been done FADN What do we know? What might be of use? DLG Provinces GIS data and presentation Valuation related data
