New approach to the Topical Plan of Research of the JINR N. Russakovich 23/11/2006

Reasons for improvements The Topical Plan has been significantly overloaded last years. Too much of topics have been recommended for implementation by PAC’s and Scientific Council, mainly due to the absence of clear guidance from budgetary limitations (56 topics in total). This resulted in chronicle under- financing of some projects and consequently to decreasing actuality of those projects and/or continuous extension of their “lifetime” The Topical Plan has been significantly overloaded last years. Experiments with the Solenoidal Tracker at the Collider of Relativistic Nuclei and Polarized Protons RHIC (JINR's participation in the STAR project) R. In the framework of the project dedicated to the STAR experiment carried out at the RHIC collider at BNL, physicists of the Laboratory of particle physics (STAR sector, NEOSTAR) are involved into the experimental study of the properties of nuclear matter in the conditions of extremely high density and temperature in order to find a signature of deconfinement and possible phase transitions in the collisions of heavy nuclei with S=(65–200) GeV. Also a study of partonic structure functions of nuclei and nucleons in collisions of polarized RHIC beams is being performed. The obtained results will find a wide application in theoretical and experimental research at JINR, CERN and other scientific centers of the world.
