Growing Philanthropy in Local Communities Jackie Harrison, Head of Development The Community Foundation for Ireland Co-Operation Ireland Conference, 25 th February 2016

Presentation Context -Philanthropy -The Community Foundation model -The Community Foundation for Ireland -The logic of community philanthropy & the importance of place Some practical examples Challenges/ Opportunities to grow philanthropy in communities

Context Philanthropy -Subset of overall charitable giving -Strategic, structured giving, -Longer term perspective; -Not only financial resources, also social capital; -By definition private giving/ leadership; -Different to public funding (scale, timescale, can be innovative/ “quirky”)

Introducing Community Foundations First Community Foundation set up in 1914 Part of a global movement of 1,800 foundations CFI established in 2000, CFNI in 1979 Long term perspective (different to ‘sunset’ model) Intermediary between donors and the community Model based on trust, impact and effectiveness

Introducing CFI Endowed funds of over €40m Cumulative grants of over €25m Working relationship with over 3000 non profits Grassroots grants, including Belonging 16 Also Impact and donor grants Overarching framework governance and accountability

Community Philanthropy “A growing number of funders, practitioners and advocates have begun to explore ways to strengthen and grow community philanthropy globally as a development strategy, philanthropy practice and community force” (2013 report, Mott Foundation et al)

The logic of community philanthropy Three building blocks of community philanthropy 1.Assets – community philanthropy builds and deploys local assets – financial and otherwise; helps strengthen civil society over the long run 2.Capacity – community philanthropy organisations develop long-term capacity in the form of relationships, knowledge, infrastructure and leaders essential to civil society 3.Trust – community philanthropy builds residents’ trust in their local institutions and each other – this social capital strengthens civil society

The importance of place Interesting research* around the role of ‘regional champions’ – role of entrepreneurs beyond making profits; Strong support for community (where raised or started business), including philanthropy; Entrepreneurs research – 67% having done well, wish to give back * Feldman & Graddy-Reed 2014

Some practical examples JP McManus – Limerick/ Mid West The Atlantic Philanthropies, including Age Friendly Cities and Counties IPB Insurance County Monaghan Fund The Tony Ryan Fund for Tipperary Community benefit funds Donors – corporates and individuals

Challenges Underdeveloped nature of philanthropy in Ireland; closing down of key trusts & foundations; Need for private and donor driven leadership and engagement; Long term project – versus annualised planning and budgets; Philanthropy not a substitute for the public purse – wider lens – beyond funding; where private donors can make a difference

Opportunities Ireland likely to mirror global trends - significant wealth creation and increased polarisation of wealth + intergenerational transfers of wealth Notwithstanding recession, significant and recovering wealth – strongly entrepreneurial vs inherited wealth

Opportunities Potential for collaborative funding (e.g. match funding requirements) Examples of where public/private philanthropic partnerships have worked, including in the United States, The Atlantic Philanthropies, UKCF, Inspiring Scotland Need for “Irish” model – in line with culture and values

Thank you
