Drivers for Change Further review indicated at the time of the separation of functions in 2014 Review of the balance between the council’s commissioning and delivery functions for use of the Skills Funding Agency’s (SFA) grant Changes to the allocations for community learning and skills budgets to form a single adult education budget Changes in national policy around devolution of powers to local areas Wider council review of its commissioning function

Commissioning the SFA Grant: Core Commissioning Functions Analysing – e.g. research and analysis of current service delivery (quality of provision, performance against outcomes and outputs), engaging with partners and stakeholders, understanding need, benchmarking, presenting proposals to the Commissioning Board & Cabinet Planning – e.g. preparing a curriculum statement, an annual timeline for commissioning, identifying and mitigating risks, consideration of social value, consultation on proposals Doing - e.g. preparing a service level agreement for internal delivery, developing a specification & invitation to tender for external providers, managing the procurement process, contract documentation Reviewing - e.g. monitoring delivery and quality of teaching and learning in line with the relevant Ofsted framework, managing the flow of data and information from providers and to SFA, reporting to Commissioning Board and Cabinet

Proposed transfer of operational support functions to Delivery Management Information required for internal management and SFA returns, Partnership development to extend the reach of community learning Sub contracting where this is allowed within the SFA rules to engage communities where learning needs have been identified Provision of information, advice and/or guidance services to individuals to support their progression and choice of career, learning, work and life goals Curriculum support for tutors and the provision of workforce development opportunities for staff Embedding e-learning in course provision and managing a virtual learning environment Monitoring tutors and managing the quality of provision

Commissioning Managing SFA and Ofsted requirements Lead on governance Small team (3 posts?) reporting to Head of Extended Learning Job roles in line with other commissioning posts/ existing roles in team May transfer to new commissioning hub in future

Principles for Reorganising Delivery Clear lines of management and accountability should be in place The structure will work within the resources available and be capable of deploying additional frontline tutors through the current flexible arrangements Support functions transferring should be integrated into the structure in a way that facilitates high quality delivery to the learner Where possible, costs of delivery should be streamlined. Services provided elsewhere in the council should be utilised where this represents better value for money.
