Non-Traditional Instruction Option Overview of Impact on Budget

What Is NTI? Provided for in 2014 with HB 211 as an expansion of “Snow Bound Pilot” Amended KRS Section 9 –“…the commissioner of education may grant up to the equivalent of ten (10) student attendance days for school districts that have an alternative instruction plan approved by the commissioner of education for the use of alternative methods of instruction, including virtual learning, on days when the school district is closed for health or safety reasons, on nontraditional days, or on nontraditional time. The district's plan shall demonstrate how teaching and learning in the district will not be negatively impacted.”

Average Snow Days 8 – 8.9 over a five- year period

Attendance-Based Funding Average Daily Attendance is calculated using a process similar to the process for recording the “low ten” student attendance days. Districts will be funded based on the previous year’s ADA.

Salaries No Opportunities for Savings in Salaries ALL Employees must work contracted days –Principals would develop plans specific for each building for Instructional Assistants and Clerical Staff –Operational Employees (Custodians) would report on an NTI Day if possible with the exception of Food Service –Bus Drivers and Monitors could use some of the hours for training; other projects might include cleaning of buses, etc., under a plan developed by the Director of Transportation –Food Service Employees could perform inventory, ongoing cleaning, etc., under a plan developed by the Director of Food Service –Superintendent would approve plans developed for district employees under each division

NTI An additional cost will be around print materials for NTI Days –A recent survey around NTI was conducted with 173 respondents –17% of respondents do not have access to online learning opportunities for their students –73% preferred having print materials sent home—either in combination with online access or as the stand-alone materials

Recapping ADA would be the average from the previous year Employee salaries cannot be impacted Every day the district takes an NTI would be a loss of revenue estimated at $29,706 To use an NTI Day, the Board would need to be prepared to cover the loss of revenue from the Contingency Fund Deadline for application is June 3; would need Board approval at the May 21 meeting
